What the inspector wrote
On October 14, 2025 @ approx. 1:35 pm, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee Regina Davila to conduct an unannounced annual inspection. The purpose of the inspection was explained to licensee. Present during today\342\200\231s visit was licensee and two assistants, caring for 9 children (4 infants & 5 preschoolers). All adults working and living in the home have criminal background clearances. Licensee is operating within staff/children ratio. Hours of operation are Monday\342\200\223Friday 8:00am \342\200\223 5:00pm. Licensee owns a puppy with updated vaccines, puppy will remain in garage.
LPA and licensee inspected the indoors and outdoors of home for health and safety hazards. The home is a single-story home with three bedrooms and a two-bathroom home. The
DAY CARE AREAS:
living room(playroom), dining room, bedrooms #2 & #3 for napping, bathroom #1, and backyard. The
OFF-LIMIT AREAS
: bedroom #1, bathroom #2, kitchen and garage.
The ISOLATION AREA
: in bedroom #2 and away from other children. Living flooring has rugs to absorb and cushion falls. The dining room has rugs and a plastic floor protector. All electrical outlets are enclosed in an outlet case or behind furniture. The fireplace in the living room is properly barricaded with a book storage cubbie. LPA observed a changing table in bedroom #3 with children\342\200\231s diapering supplies. Home is organized and clean with proper ventilation and lighting throughout. Home is equipped with age-appropriate toys, books, child size furniture, highchairs and playpens, all in good condition. Parents provide sheets for playpens and licensee washes sheets weekly or as needed. Cleaning supplies and other potentially harmful items are stored inaccessible to children in care.
The backyard is completed enclosed with a 5 ft. wood fence. LPA observed children\342\200\231s toys, ride on toys, play tunnel and other age-appropriate toys, all in good condition. Deck is equipped with artificial grass and lower yard has grass to absorb and cushion falls. LPA observed canopies for providing shade to children in care. LPA did not observe any pools, spas, or other bodies of water.

Home is equipped with a working carbon monoxide detector and working smoke detector. LPA observed pull down fire alarm in the living room next to the fireplace. A fully charged fire extinguisher is stored in kitchen and easily accessible. Licensee maintains a fully stocked first aid backpack. Licensee uses a cell phone on the premises. Per licensee, there are no weapons or firearms in the home. The last emergency drill was conducted on May 27, 2025, and properly documented.
LPA reviewed 5 children\342\200\231s files and 2 staff files; all files were complete and included LIC9227. LPA reviewed 15-minute sleep log, which are kept current. Licensee maintains an updated children\342\200\231s roster. Licensee CPR/First Aid expires July 2026, and Mandated reporter expires January 2027. Licensee provides meals for children in care, which includes breakfast, lunch and snacks. LPA reminded licensee to label children's food/bottles brought from home. LPA observed Childcare License, Parent's rights, and emergency disaster plan posted.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, licensee Regina Davila confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
No deficiencies issued during LPA's visit, under Title 22.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
