What the inspector wrote

On July 30, 2025, at approximately 9:30am, Licensing Program Analysts (LPAs) Olguin-Leon and Tapia-Mandujano arrived at the facility. LPA met with Directors, Connie Rosas and Sharon Pfeiffer. The purpose of the inspection was explained which was for an announced Case Management visit for a room addition. Present in the facility today were both directors and operations manager. Facility operates a preschool after school program and school age after school program. School age program days and hours of operation are Monday- Friday from 7:00am-9:00am(not currently operating during morning hours) and 2:40pm to 6:00pm, during the school year and 8:00am-5:00pm during holidays and school closures/breaks. The facility is located on the site of Sacred Heart School. Facility is currently licensed for the school age programs in classrooms #606, #608, and Spieker Pavilion Gymnasium. Facility has requested to add classroom #422 and Spieker Pavilion cafeteria and keep the current capacity of 60 school-age children. LPAs measured facility indoors and outdoors space and inspected facility for health and safety hazards. LPAs inspected Rooms #422, # 606, 608, Spieker Pavilion gymnasium and cafeteria for health and safety hazards. LPAs observed fire extinguishes and sprinkler systems throughout the facility. Carbon monoxide detectors will be stored in facility emergency backpacks, along with first aid kits. Facility will ensure that all the cleaning solutions, poisons, and other chemicals that are dangerous to children are stored inaccessible to the children. Classrooms have age-appropriate furniture, games and books. Classrooms have proper temperature, lighting and ventilation. Flooring is in good condition and free of any hazards LPAs measured classroom #422 for a total useable indoor square footage of 693.465 allowing for the desired capacity of 60 school age children. Spieker Pavilion Cafeteria was not measured due to cafeteria flooring being recently polished. There are separate boys\342\200\231 and girls\342\200\231 restrooms available outside classroom #422. The boys\342\200\231 restrooms consists of 3 toilets, 2 urinals, and 3 sinks and the girl\342\200\231s restroom consist of 6 toilets and 3 sinks allowing for desired capacity of 60 school age children. Cont. page 2\342\200\246 Page 2\342\200\246 LPAs re-measured outdoor play area. Outdoor area measures for a total useable square footage of 11,043.14 allowing for the desired capacity of 60 school age children . The outdoor play space was fully enclosed with fencing and gates. The facility has an age-appropriate play structure and other age-appropriate equipment. Flooring under play structure is tanbark to absorb and cushion falls. LPAs observed an outdoor area with tables and canopies to provide shading to children in care. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Facility provides snacks and water to children in care. Facility will use preschool room #4 (building was built after 2010) for prepping snacks and serving water. Facility will submit an attestation to be exempt from testing faucets in school age program rooms for lead. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The director was reminded all operating rooms must comply with Title 22 regulations. The director was also reminded to review classrooms for health and safety hazards prior to usage of the rooms. During today\342\200\231s visit LPAs received the following: LIC308, letter of intent, and invoices for newly installed bottle filing stations installed in Spieker Pavilion Building. Cont. page 3... Page 3... Prior to approval of additional rooms, facility must submit or have the following complete: *Required Postings must be posted or made available in a centralized, visible area for all parents to see, and include the: License; Passenger Safety Laws; Notice of Parent Rights; Personal Rights; Emergency Disaster Plan; Earthquake Preparedness Checklist. *Required paperwork that is pending review -LIC 200A with wet signature -Updated Fire clearance -Attestation for lead testing No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1. A copy of this report, and the \342\200\234Notice of Site Visit\342\200\235 were given to the director. A \342\200\234Notice of Site Visit\342\200\235 must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted, and the report was reviewed with the Director, Connie Rosas.
