What the inspector wrote

On January 30, 2025 at approximately 12:00pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with assistant director, Josephine Delute, and explained the purpose of the visit. Present during LPA's visit included 16 preschool children and 3 teaching staff (director, assistant director and teacher's aide). All teaching staff present have fingerprint clearance on file. Preschool program is operating within capacity limits and ratio during LPA's visit. Preschool program operates as a Japanese immersion program. Hours of operation are Monday through Friday, 8:30am to 5:30pm. Due to language barrier with director, LPA conducted visit with assistant director. LPA observed assistant director to be designated with facility responsibility. Facility includes two classrooms, a multi-purpose area/indoor gross motor area and an outdoor area. With assistant director, LPA inspected day care areas for health and safety hazards. LPA observed classrooms to be clean and organized. There are rugs in the classrooms that are free of stains. Per assistant director, rugs are vacuumed daily. LPA observed classrooms to be equipped with a variety of children's toys and materials that are in good condition. LPA observed classroom to include areas for quiet/rest period, climbing, arts and crafts and lessons. There is a climbing structure/loft in the main classroom that is made inaccessible when not in use. LPA observed stairs to loft to have a child safety gate. Per assistant director, toys and materials are sanitized daily. LPA observed cleaning solutions and chemicals to be made inaccessible behind child safety locked cabinets and/or in facility's high shelves. Storage for children's belongings are located inside the facility, labeled with children's individual names. Children sleep in facility on cots. Sheets are provided by the program. Blankets are provided by children's families that are sent home to be laundered weekly or as needed. Per assistant director, cots are sanitized weekly or as needed as well. LPA observed cots to be labeled with children's individual names. LPA also observed cots, sheets and blankets to be appropriately stored so that they are not touching each other. (Continue Report on Page 2...) (Continued, Page 2...) Children's restroom was observed to be in working condition. Children's restrooms are equipped with appropriate toileting equipment and sanitation materials. There are children currently enrolled that use diapers. Per assistant director, diapers and wipes are provided by children's families. LPA observed diapers and wipes to be appropriately labeled and maintained. LPA observed garbage bins in children's restroom and in classroom to have tight fitting lids. LPA observed each classroom to be equipped with a fully charged fire extinguisher. Facility is also equipped with a fully stocked first aid kit, fire sprinklers and multiple smoke detectors. Per director, detectors are combination smoke and carbon monoxide detectors. LPA observed an additional carbon monoxide detector in the classroom. LPA was unable to test carbon monoxide detector during visit due to children sleeping next to detector. Multi-purpose area/gross motor area was observed to be clean. Per assistant director, multi-purpose space is sanitized daily. LPA observed a variety of indoor and outdoor toys and equipment in good condition. Flooring in multi-purpose space includes artificial turf that is in good condition. LPA observed poles in area to be appropriately padded. There is a climbing wall in the area that is secured to the wall and includes resilient padding underneath. Outdoor area is fully enclosed and fenced. Per assistant director, outdoor area is not currently in use. There is a storage shed in the outdoor area that is locked. LPA observed outdoor area to have outdoor toys and materials that are in good condition. There is sufficient shade. LPA observed a sand box that is covered when not in use. Drinking water is available both indoors and outdoors with children's individual water bottles that can be refilled on site through a pitcher (also refilled on site through sink). Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (Continue Report on Page 3...) (Continued, Page 3...) Program provides a food service that includes snack only. LPA observed kitchen area where food is prepared to be clean. Reusable plates and materials are sanitized after each use. LPA observed snack menu and children's allergies to be posted, available for review. Children's lunches are stored in their individual cubbies. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Children are signed into and out of program with authorized representatives' electronic signatures. LPA observed children present on this date to be appropriately signed in. A child care roster is maintained and was made available for LPA's review. Emergency disaster drills are conducted monthly and are appropriately documented. Last disaster drill was conducted 1/14/2025. LPA observed licensing documents to be posted, available for review. LPA reviewed 6 random children's records. Children's records are complete with emergency contact information and admission information. LPA reviewed teaching staffs' files. Director's packet was previously submitted to department. Director has a current CPR/First Aid certification that will expire 06/2025. All teaching staff present have records of their immunizations, educational transcripts and current Mandated Reporter certifications. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued during today's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Josephine Delute.
