What the inspector wrote

On December 6, 2023 at approximately 1:10pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Betty Vidal-Noriega, and explained the purpose of the inspection. Present during LPA's visit included licensee, licensee's spouse and 6 children (2 infants and 4 preschool age). Licensee is operating within capacity limits and ratio during LPA's visit. Licensee lives in the multi-level home with their spouse. Per licensee, they have 2 assistants who help licensee during hours of operation. All adults living and/or working in the home have fingerprint clearance on file. Main entrance to the facility is through the side gate of the home. Hours of operation are Monday through Friday 7:30am to 5:30pm. With licensee, LPA inspected day care areas for health and safety hazards. The home is multi-level home. Day care areas of home are located on the ground level of the home only. The DAY CARE AREAS are activity room (main day care area), small activity room with transparent door (napping room), bathroom #1 in activity room (located next to laundry area) and front portion of the backyard. The OFF LIMIT AREAS are the entire second level of the home, garage, laundry area in bathroom #1, bedroom on ground level, back portion of backyard and upper deck. Off limit areas are made inaccessible with child safety door handle locks and/or child safety gates. LPA observed home to be in good repair with proper temperature and ventilation. Home is equipped with a variety of toys and materials that were observed to be in good working condition. Flooring in activity area includes mats that were observed to be in good condition. Sharp edges in home were observed to have additional padding secured with tape. Electrical outlets are made inaccessible with child safety covers. Home is equipped with a fully charged fire extinguisher, fully stocked first aid kit, fire alarm system, smoke detector and carbon monoxide detector. LPA tested carbon monoxide detector in main day care area and observed detector to be working. (Continue Report on Page 2...) (Continued, Page 2...) Bathroom for children's use was observed to be in working condition. LPA did not observe any accessible poisons, chemicals or hazardous materials. Bathroom is equipped with appropriate sanitation products and appropriate toileting equipment. There is a diaper changing table in bathroom that is within arm's reach to a sink. Children's napping area is located in the smaller activity room. Licensee utilizes cribs for napping infants and preschool age children. Licensee stated they are aware infants' cribs must be free of loose articles and materials. LPA observed licensee maintains sleeping logs that documents the 15 minute time check of when napping infant was last checked on. LPA advised licensee to consider preschool children sleeping on cots or mats instead of cribs. Entire backyard is fully enclosed and fenced. LPA observed front portion of backyard is utilized for children is separated from off limit area of backyard with a child safety gate. Outdoor area includes outdoor toys and equipment that were in good condition. Outdoor flooring includes artificial turf that was observed to be clean and in good condition. LPA did not observe any pools, spas or bodies of water on site. LPA reviewed facility records that included 6 children's records. Children's files have a record of emergency identification information and immunization records. Licensee's Pediatric First Aid/CPR certification is current and will expire 03/2024. Licensee has proof of required immunizations also available for review. Licensee was reminded Mandated Reporter training certifications must be renewed by all staff hired and must be renewed every two years. Licensee has licensing documentation properly posted and available for review. Licensee also maintains a child care roster that was made available for review. Emergency drills are conducted and documented. Last emergency drill was conducted 10/30/2023. Per licensee, there are no weapons or firearms in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, Betty Vidal Noriega, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were issued today during LPA's visit. A notice of site visit was given and must remain posted for 30 days.
