What the inspector wrote

On 04/03/25 at approximately 11:45am Licensing Program Analyst (LPA) Katie Krenn conducted an unannounced annual inspection. LPA was met by staff and explained the purpose of today's visit. Staff said that licensee was out, and would return shortly. Licensee arrived within 15 minutes after LPA arrival. When LPA arrived there were two staff members supervising 11 children (9 preschoolers and 2 infants). Licensee is operating within capacity limits. Per licensee, all adults living and working at the home have been fingerprinted. Licensee has an additional staff member that is not present today, who has been fingerprinted, but is not currently associated with the facility. LPA observed that all required documents, such as the facility license, the Notification of Parental Rights, and Disaster Plan, were displayed and visible to the public. LPA printed a copy of the Earthquake Preparedness Checklist. The most recent emergency disaster drill was conducted on January 2025, and the LPA observed that it was documented. LPA reviewed the emergency disaster drill log and found they were conducted at least once every six months. Applicant rents home, which is a three bedroom two bathroom house with front, side and backyard. Licensee lives in home with two adult children. Hours of Operation: Monday - Friday from 8am-5pm. Daycare area : Daycare Room, Bathroom #1, and backyard. OFF limit areas: Kitchen (pass through only to Bathroom #1), Bedroom #1-3, Bathroom #2, front and side yards. All off limit areas are properly barricaded. There are no pools, spas, or bodies of water on the property. Continued on page 2 Page 2 LPA inspected the indoor and outdoor daycare areas to identify health and safety hazards. The home had a fire extinguisher, a first aid kit, and a combined carbon monoxide and smoke detector. LPA did not test the smoke and carbon monoxide detector because the children were napping. LPA observed that the home's interior was clean and orderly, with proper heating and ventilation. The bathroom was clean, fully operational, and equipped with suitable toileting equipment and sanitation products. LPA observed that there was no lock on the bathroom cabinet and that some soaps and shampoos in the shower were accessible. LPA told licensee to move soaps and shampoos to the far side of the shower, making them inaccessible. LPA told licensee to get a child proof lock for the bathroom cabinet. LPA observed that the daycare areas had age-appropriate toys, furniture, and educational materials. There were no exposed heaters or fireplace. A designated area was provided for permanent or portable storage of the children's clothing and personal belongings. Electrical outlets were inaccessible to the children. According to the licensee, there are no firearms or weapons on the property. The backyard is surrounded by a fence and features a variety of outdoor play equipment, all of which are in excellent condition. The areas around and under high climbing equipment, swings, slides, and similar equipment were observed to be cushioned with artificial grass. LPA did not observe any pools, spas, or bodies of water on the property. The licensee stated she currently provides lunch and an AM/PM snack for the children. The licensee stated that there are no documented allergies among any of the enrolled children. The facility offers different options for children to rest or nap, including cots for preschool children and pack n play for infants. LPA observed that sheets and blankets were available for the children. Infant mattresses are firm and equipped with appropriately sized sheets. All cribs are well-maintained and free of loose items that could pose safety risks. continued on page 3 Page 3 LPA reviewed the files of five children and confirmed that all necessary forms were present and completed for each child. LPA also reviewed the 15-minute sleep records for the two children under two and confirmed they were documented. LPA reminded the licensee to maintain form LIC 9227 for children under one in their files. LPA reviewed the licensee\342\200\231s files and confirmed that all necessary forms were present and completed. LPA confirmed that the licensee holds a valid Pediatric First Aid/CPR certification, which is set to expire in September 2026. Both staff members present also had valid CPR/First Aid certification. LPA reminded the licensee to maintain immunization records in the staff files. All Staff had valid mandated reporter training. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. No deficiencies were issued today during LPA's visit. A Notice of Site Visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Licensee, Maria Espinosa.
