What the inspector wrote
On March 14, 2024 at approximately 8:20am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Yan Ping Zhao, and explained the purpose of the visit. Present during LPA's visit included 10 teaching staff and 35 children total.
Facility is a combination program of a preschool program and an infant program with a toddler option component. In the preschool program, there are 2 teaching staff with 10 children present. In the infant program, there are 8 teaching staff with 14 infants and 11 toddler option children. Facility is operating within capacity limits and ratio.
Hours of operation are Monday through Friday 8:00am to 6:00pm. With licensee, LPA conducted a health and safety inspection.
LPA observed preschool classroom to have a variety of toys and materials that were in good working condition. Children's furniture and equipment were observed to be age appropriate. There are carpets in the classroom that were observed to be clean. There are multiple activities in the classroom that children have access to that were observed to be age appropriate. There is sufficient storage for children's belongings, labeled with children's individual names. There is a storage closet in preschool area that is locked and made off limits to children. LPA observed electrical outlets to be made inaccessible with child safety covers. LPA also observed poles in preschool area have additional padding installed.
Accessible cabinets and drawers in classrooms were not observed to have any hazardous materials or poisons stored. LPA observed poisons, cleaning solutions and chemicals were stored in classroom's high shelves, inaccessible to children.

LPA observed multiple fully charged fire extinguishers, an emergency backpack and a fire alarm system throughout facility. Per licensee, smoke detectors in facility are dual smoke/carbon monoxide detectors. LPA was unable to test detectors during visit, but observed detectors in high ceilings. There are additional emergency bags in hallway of facility that includes children's emergency clothes, materials and food. LPA observed emergency bags to be labeled with children's individual names.
Preschool children sleep on cots that are appropriately stored. Children's sheets were observed to not be touching one another. Per licensee, children's sheets are sent home weekly to be laundered.
Food service is provided that includes morning snack, lunch and afternoon snack. Children's families are also able to provide children with their own meals. Food preparation area is made off limits to children with a child safety gate. LPA did not observe poisons, cleaning solutions to be stored with food. Disposable plates are used daily.
Bathroom for children's use is located next to preschool classroom. Bathroom was observed to be clean and in working condition. Garbage bins have tight fitting lids. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit.
Outdoor area is fully fenced and enclosed. There is a play structure that was observed to have resilient padding underneath. Children are also able to ride children's tricycles and cars in outdoor area. Children's helmets are stored in the facility. There is a sandbox in the outdoor area that was observed to have a cover. There is a sink in the outdoor area that is for hand washing only. LPA did not observe any bodies of water on site.
Drinking water is available to children, both indoors and outdoors, with children's individually labeled water containers. Water containers can be refilled on site through a filtered water station that is connected to kitchen sink.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. During today's visit, LPA reviewed 10 random children's files (5 preschoolers, 3 infants, and 2 toddler option children). Children's files were complete with a record of required immunizations, emergency and admission information. LPA also reviewed staff records that included 9 random staff members. Staff records included immunization records that were complete. Multiple staff on site have a current CPR/First Aid certification. Staff's Mandated Reporter training certifications were also made available for review and are current. LPA reminded licensee Mandated Reporter training must be completed and renewed every two years by all staff.
Licensing documents are properly posted and available for review. Licensee maintains a childcare roster that was also made available for review. Emergency disaster drills are conducted monthly and are properly logged. Last disaster drill was conducted 02/20/2024.
Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871,
must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00
minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a
consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
No deficiencies were cited during today's visit.
A notice of site visit was given and must remain posted for 30 days.
