What the inspector wrote

On 4/23/2025 at approximately 1:35 PM, Licensing Program Analysts (LPAs) Wadhwa and Tso conducted an unannounced annual required visit at the facility. LPAs met with helper (H1) and explained the purpose of the visit. Licensee later joined in at approximately 1:50 PM. Present during the visit today were two helpers, four infants and eight preschool age children. The facility\342\200\231s operating hours are from 8:30 AM to 5:30 PM. Licensee lives with her spouse and two children in a multi-level home. All adults living in the home and staff present today have fingerprint clearance on file. The Daycare Areas are in the first level of the home and include: bedroom #1 (Classroom), dining room, family room, backyard, front yard, bathroom #1, and kitchen for walk through only. The Off-limits Areas are bedroom #2 (office), kitchen and the living room on level one as well as the entire level two. Off limit areas are made inaccessible with child safety gates. LPAs toured the home for health and safety hazards. LPAs observed home to be clean and well ventilated. There are a variety of age appropriate toys and furniture that was observed to be clean and in good repair. LPAs observed bathroom#1 to be in proper working condition, with appropriate sanitation products. The cabinet under the bathroom sink had a broken lock making cleaning agents accessible to children. A technical violation was issued. Cabinets and drawers in all other areas are made inaccessible to children with child safety locks. Home is equipped with a fire-alarm, and a fully charged 3A40BC fire-extinguisher. LPAs tested the smoke and carbon monoxide detector and found them to be in working condition. Continued on Page 2 Page 2 LPAs observed both front yard and backyard to be entirely fenced and enclosed. Backyard is equipped with appropriate outdoor materials that were observed to be in good, working condition. Outdoor area includes age appropriate play structures that were observed to have artificial grass resilient padding underneath. LPAs did not observe any pools, spas or bodies of water on site. Licensee provides breakfast, lunch and two snacks to children in care. Water is made available to children indoors and outdoors with children's individual water bottles. Children eat in the main daycare area in their individual booster chairs. LPAs observed that each child has their own crib or mat and bedding. LPAs observed that the cribs were in good condition; however, some contained blankets and a pacifier with attachment. LPAs observed the nap room door to be fully closed while children were napping. A technical violation was issued. Licensee was reminded that cribs must be free of loose items and that the door to the napping room must not be closed if the napping children are not being watched actively. Children\342\200\231s bedding is sent home every Friday to be laundered. Home is equipped with a working phone on site. Phone number listed for licensee is current. Per licensee, there are no weapons or firearms in the home. Emergency drills are conducted regularly. The last fire drill was conducted on 2/18/2025 and the earthquake drill was conducted on 4/15/2025. LPAs observed licensing documentation to be properly posted and made available for review. LPAs reviewed facility records including all children\342\200\231s files, the licensee\342\200\231s, and the helper's files. Children's files have a record of emergency identification information as well as required immunizations. LPAs observed some children's files lacked signed copies of LIC995 and one infant was missing a copy of LIC9227. A technical violation was issued. Licensee and both helpers have a current CPR certification and Mandated Reporter certification. One helper was found to be missing proof of immunization of pertussis. Licensee did not have immunizations on file available for review. A technical violation was issued. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on Page 4 Page 4 During the exit interview, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. There were no deficiencies cited at this time under CCR, Title 22, Div. 12, Chapter 3. A copy of today's report was given to the licensee. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Yen Ling K.
