What the inspector wrote

Licensing Program Analyst (LPA) Marie Rodriguez conducted a scheduled pre-licensing inspection for a preschool program with a toddler option. LPA met with Applicants K. Mary Sharmila Fernando and Moderage Perera. Facility is located at Ladera Community Church. Applicants are requesting a total capacity of 61 children (12 toddlers and 49 preschool aged). Facility will operate from Monday to Friday from 7:00 am to 6:00 pm. The designated director/site supervisor will be Mary Sharmila Fernando. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity. Indoor : Classrooms to be used will be Room 1 and 2 (preschool classroom; connected classroom), Room 3 (toddler classroom), and Room 4 and 5 (Pre-K classroom; connected classroom). Total useable indoor square footage is 2,233.75 sq ft divided by 35 sq ft equals 63 children . There is a total of six toilets and eight sinks accessible for children's use. Total allowable capacity for toilets is 90 and sinks is 120 . Classrooms are observed today to be clean, safe, and in good repair. All furniture, toys, and equipment are observed to be age appropriate and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. Facility will provide a sheet and blanket for each child and will be laundered by the facility at the end of each week. Each classroom is equipped with a fire extinguisher and smoke and carbon monoxide detectors. Garbage cans have tight-fitting lids. There is a first aid kit in each classroom that is inaccessible to children. The classrooms are adequately ventilated and free of insects and bugs. Room 2 has a bathroom with two toilets and one sink. There is a second sink right by the bathroom that is accessible to children. There is a changing table for Rooms 2 and 3. There are two separate bathrooms located between Rooms 2 and 3. The female bathroom has two toilets and two sinks. The male bathroom has two toilets and two sinks. Bathrooms are observed to be clean and with no health and safety hazards. All sinks accessible to children deliver water that is no warmer than 120 degrees. There is a separate bathroom for staff usage on the premises. Drinking water is available for children indoors and outdoors. All toxins and other hazardous items will be stored in the storage room of the classroom and will be inaccessible to children. Isolation of ill children will be in the staff room and the staff bathroom will be used for an ill child. Facility will provide morning and afternoon snacks only. Children will bring their own lunch. A snack menu is posted in each classroom. Medications will be stored in a locked cabinet inaccessible to children. Refrigerated medications will be stored in a locked box. Medication will be administered with parental consent and will be kept in the child\342\200\231s file for record. All medication will be logged when administered to children. Required postings were observed in each classroom during today's inspection. Outdoor: There are two playgrounds at the facility. Playground 1 will be used by the toddler and preschool classrooms. Playground 2 will be used by the preschool and Pre-K classrooms. Total useable outdoor square footage of Playground 1 measures at 3,322.42 sq ft. divided by 75 sq ft allowing a total of 44 children . Playground 2 measures at 7,825 sq ft divided by 75 sq ft allowing a total of 104 children . Facility can have a total of 148 children for the outdoor areas. The outdoor area is enclosed by a fence at least four feet tall and observed to be clean, safe, and equipped with age appropriate toys and equipment for children. Resilient material is located on the ground of the play structures in both playgrounds. There is also a sandbox in each playground that will be covered when not in use. Teachers will bring out a pitcher of water and disposable cups while outside. Children will also be able to bring their own reusable water containers if they prefer. Shade for children will be provided by trees and shade awnings. LPA will approve license of facility for the capacity of 61 children (12 toddlers and 49 preschool aged) as of today, October 17, 2022. Fire clearance inspection was conducted and granted on August 25, 2022. Applicants were reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years by all staff hired. Training can be taken online at www.mandatedreporterca.com . If training is not available in native language, a statement can be written stating exemption until the translation is available. Applicants were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicants and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP .
