What the inspector wrote

On July 11, 2025, Licensing Program Analysts (LPAs) Leong and Van conducted an unannounced annual visit. LPAs met with Licensee Dana Allen (S1) and explained the purpose of the visit. A dog was observed in the home, and according to S1, the dog is fully vaccinated. S1 and her assistant (S2) were caring for nine children (four infants and five pre-k) during today\342\200\231s visit. For today's visit, the facility is observed within capacity limits and ratios. LPAs verified with the CDSS Background Check System that the licensee and her assistant have current criminal record clearances and are in eligible status. The facility license, Notifications of Parents\342\200\231 Rights, and Earthquake Preparedness Checklist were displayed on the bulletin board. The last emergency disaster drill was conducted on July 8, 2025, and documented in the facility log. Previous drills confirmed they had been conducted monthly. Childcare areas include the Living Room, Dining Room, Bedroom #3, Bathroom #2, and Backyard. Off-limits areas include the Kitchen, Bedrooms #1 and #2, and the Garage. S1 understands that off-limits areas may not be used for childcare during business hours. The home was clean, hazard-free, and well-ventilated. Safety equipment on-site included a smoke detector, a carbon monoxide detector, a fully charged fire extinguisher, and a first aid kit. Hazardous materials and chemicals were inaccessible to children, and the bathroom was clean and well-maintained. See Page 2 Page 2 The daycare provides age-appropriate toys, furniture, and learning materials. The daycare is equipped with child a safety gate in the kitchen, outlet covers for all electrical outlets, door knob covers for the two bedrooms, and a protective screen for the fireplace. The licensee confirmed that there are no firearms or weapons on the premises. The backyard is surrounded by a fence and free of debris. Outdoor play equipment is available for children to use and is in good condition. LPAs did not find any pools, spas, or other bodies of water on the property. The facility provides snacks and lunch for its children. According to S1, none of the children require prescribed medication or EpiPens. The facility provides playards for younger children to take naps in and mats for older children to take naps on. LPAs observed that sheets and blankets were available for the children. The facility provides blankets and sheets for the children in care, washing them weekly or as needed. A childcare roster was made available for LPA's review. LPAs confirmed that childcare insurance is up to date. A review of eight children\342\200\231s files showed that six records were complete. The files included forms for Immunization, Emergency Information, Medical Consent, and Parents\342\200\231 Rights. One child (C3) was missing a parent\342\200\231s signature from form LIC 700, and one child (C6) was missing immunization records from their files. LPA Leong requested S1 to email C3\342\200\231s form LIC 700 and C5\342\200\231s immunization records to LPA's email address. According to S1, infant sleep logs were misplaced and not available for review. LPAs observed previous infant sleep logs for previous enrolled children. Therefore, the facility will receive a technical violation for not having current infant sleep logs. A review of S1\342\200\231s files showed that her online Pediatric First Aid course from the American Red Cross was completed on June 5, 2025. S1 is currently missing her Pediatric CPR course in person. According to S1, she will search for an in-person course and complete it as soon as possible. Therefore, the facility will receive a technical violation for not having a current Pediatric First Aid and CPR certificate. S1\342\200\231s Mandated Reporter Training certificate is current and will expire in July 2026. See Page 3 Page 3 A review of S2\342\200\231s files showed that her Mandated Reporter Training (AB 1207) certificate expired in August 2024. S2 completed the Mandated Reporter Training (AB 506) course on April 2, 2025, which is not the correct training. Therefore, the facility will receive a technical violation for not having a current Mandated Reporter Training certificate. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. See Page 4 Page 4 During the exit interview, the licensee, Dana Allen, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
