On 9/18/2025 at approximately 8:45am, Licensing Program Analyst (LPAs) Nicole Tran and Jonathan Tse conducted an unannounced, annual inspection. LPAs met with director, Lalaine Monteclaro, and explained the purpose of the visit. Present during LPAs\342\200\231 visit were 33 preschool children and 7 preschool staff. Facility is operating within capacity limits and ratio during today\342\200\231s visit. The facility\342\200\231s hours of operation are Monday to Friday from 7:00am to 6:00pm. The facility is a combination center of preschool and infant program. Preschool program operates in four classrooms: Early Preschool 1, Early Preschool 2, Preschool 1, Preschool 2, and Transitional Kindergarten Room. All teaching staff present have fingerprint clearance on file. The infant program operates in three classrooms: Infants, Toddler 1, and Toddler 2. Both programs are located on the premises of Peninsula Temple Beth El. With director, LPAs inspected the preschool day care areas, indoors and outdoors, for health and safety hazards. LPAs observed a variety of age-appropriate toys, materials and equipment that are in good condition. There is age-appropriate furniture that was observed to be free of sharp, loose or pointed parts. LPAs observed classrooms to have rugs and soft padding. Continued on Page Two Page Two LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers or blocked by furniture. Facility is equipped with a fire extinguisher, first aid kit, fire alarm system, fire sprinklers and carbon monoxide detectors. LPAs tested and verified a carbon monoxide detector\342\200\231s functionality during today's visit. Chemicals, poisons, and cleaning solutions have been placed on high shelves to be made inaccessible to children. LPAs observed cabinets and drawers in classrooms to be free of poisonous materials or made to be inaccessible. Personal storage for children's belongings are located inside the classroom and are labeled with their names. LPAs observed garbage bins with tight fitting lids in all preschool classrooms. The facility provides a food service that includes morning snack and afternoon snack only. Children's families provide lunch for their children daily. LPAs observed children's food containers to be labeled with their individual names. Drinking water is made available through children's individual water bottles that can be refilled on site through tap and a water filtration system in the kitchen. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Children nap in their classrooms. Per director, children sleep on cots. LPAs observed classrooms to have a diagram to show where to set up children\342\200\231s cots so that they are not hindering the entrance or exit to the room. Families provide blankets and bring them home on Fridays to wash. The facility provides sheets and they are laundered on site weekly. Continued on Page Three Page Three Outdoor area is fully enclosed and fully fenced. Trees provide shade for children to rest under. There is a play structure that includes resilient padding of woodchips underneath. There is also a sandbox available. Per director, the sandbox is inspected daily. Flooring in the outdoor area is free of loose debris and hazards. LPAs observed exit gates in outdoor area that state an alarm will sound, if opened. LPAs did not observe any pools, spas or bodies of water on site. The facility utilizes paper sign-in and sign-out sheets for parents to sign-in. Per director, teachers also sign in children on the MyBrightDay app. LPAs observed that 27 out of 33 children were appropriately signed in during today's visit. Licensing documents are properly posted and available for review. A child care roster is maintained and was also made available for review during visit. LPAs observed emergency drills to be properly logged and documented. The last disaster drill conducted was on 8/6/2025. LPAs reviewed 5 random children's records. Children's files were observed to be complete. LPAs reviewed files for 5 preschool staff present during LPAs\342\200\231 visit. At least one staff member has a current EMSA certified pediatric CPR/First Aid certification. The facility utilizes Bright Horizons\342\200\231 own mandated reporter training program. Their program is approved by the Department of Social Services. LPAs observed that 3 out of 5 staff files did not have current mandated reporter training certification. LPAs reminded director that mandated reporter training must be renewed every two years. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
