What the inspector wrote
On July 20th, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Tapia-Mandujano met with Applicant, Yongli Chen for a second Pre-Licensing visit. Applicant has had a previous Pre-Licesing inspection back in May 2023. Purpose of the visit was to inspect the Health and Safety Hazards in the home. Present in the home was applicant and applicant's husband. Applicant has applied for a Small Family Child Care License.
Applicant owns a 3 bedroom three bathroom house with an the Accessory Dwelling Unit (ADU) in the back (999A). Applicant lives in the home with husband. The hours of operation are seven days a week, 24 hours a day.
Daycare areas are
: Living Room, Dining Room, Bedroom #3, Bathroom #3, and portion of the fenced backyard. Applicant will occasionally take the children to the front yard (to the left) with the gates closed and coned off areas.
OFF limit areas are:
All the Bedrooms (#1 & #2), Bathroom #1 and #2, Office, Kitchen, Laundry Room, Garage, and the ADU. All off limit areas are properly barricaded, including closets. The ADU has been officially filed and has its own address. LPA was provided a signed letter from the post office of the address change.
LPA inspected the following corrections that were pending:
*Detergent in Laundry room are inaccessible to children in care
*Backyard/front yard is fenced in and has been set up in a safe way for children in care
*Important Documents posted in the Entryway
*Bedroom #3 completely set up
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant on May 30th, 2023 the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.
LPA discussed the safe sleep regulations with applicant on May 30th, 2023 and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, 01/20/2023, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
