What the inspector wrote

On December 9th, 2025 at approximately 11:35am, Licensing Program Analyst (LPA) Tapia-Mandujano conducted an unannounced annual inspection. LPA met with Director, Danielle Masto and explained the purpose of the inspection. Present in the facility are Director and eight staff caring for a total of 36 preschool age children. All adults working in the facility are fingerprint cleared and associated. Facility is currently operating within teacher to child ratio on this date. Preschool program operates is licensed in eight classrooms and is currently operating in five classrooms. Days and Hours of operation are Monday-Friday from 8am-5:30pm, year-round with occasional Holiday and breaks. LPA and Director inspected the facility for Health and Safety Hazards. LPA observed each classroom to be clean and equipped with age-appropriate toys and materials. Storage for children's belongings are located inside each classroom, labeled with each child's individual names. LPA observed facility has an installation of a fire alarm system inside the classroom as well as a fully charged, fire extinguishers. The facility has multiple smoke and carbon monoxide detector installed as well as emergency kits with first aid materials and emergency contact information. There are children enrolled that have prescribed medication. LPA observed medication to be stored in a pouch on the emergency backpacks, inaccessible to enrolled children and maintained with proper documentation. Emergency backpacks travel with the classroom. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children in off limit areas or facility high shelves. Facility offers am/pm snacks. Parents bring in children\342\200\231s lunch. Monthly menus are posted throughout the facility on the parent board.Water is available to children indoors and outdoors. Facility refills water bottles as needed. Children\342\200\231s sleeping cots are stored inside/outside the classroom with children\342\200\231s blankets stored in their cubbies. Per Director, children\342\200\231s blankets are sent home at the end of the week with a laundry bag. Continued on Page 2... Page 2 Continued... Facility has two outdoor areas. Outdoor areas appear to be clean and orderly. There are a variety of outdoor equipment that are in good working condition. Facility does paper sign in/out for all children with parents' signatures. Facility has license documentation and information properly posted and available for review. LPA reviewed facility records that included 5 children's records and 5 staff records. LPA observed children's and staff's records to be complete. There is at least one staff that has a valid CPR and First Aid certificate. All staff have an up-to-date Mandated Reporter Certificate. Last emergency drill was conducted 10/2025. Emergency drills must be conducted at least once every six months and needs to be properly logged and documented. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP.
