What the inspector wrote

Licensing Program Analyst (LPA) Marie Rodriguez conducted a scheduled pre-licensing inspection and met with Applicant Ting Shen. Application is for a preschool program with a toddler component. Facility is currently operating under Kindercourt Preschool (license #414001893) and Kindercourt Infant (license #414001894). Current licenses plan to close on Friday, June 16, 2023. Closure paperwork was sent to San Bruno CCLD Office by Kindercourt Director Kimberly Mc Gee. Applicant plans to open new facility on Monday, July 3, 2023. Present at the facility were the Applicant, Kindercourt Director, six teachers, and 22 children (three infants and 19 preschool aged). Applicant is requesting a capacity of 58 children (18 toddlers and 40 preschool aged children). T he facility will operate from Monday to Friday from 8:30 am to 5:30 pm. The designated director/site supervisor for the facility will be Shaynee Stevens. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity. Indoor : Total useable indoor square footage of four classrooms and reading room is 1,945.58 sq ft divided by 35 sq ft equals 55 children . There is a total of five toilets and six sinks accessible for children's use. Each classroom is observed today to be clean and all furniture, toys, and equipment are observed to be safe and in good condition. There is storage space for children's personal belongings and mats to be utilized for napping children. There is a fire alarm and sprinkler system throughout the facility. Each classroom is equipped with a fire extinguisher and smoke and carbon monoxide detectors. Garbage cans have tight-fitting lids. First aid kit and emergency supplies are located in each classroom inaccessible to children. The facility is adequately ventilated. There is a bathroom located in-between the Pre-K classroom and Preschool classroom #1 that has four toilets, three sinks, and a changing table. Bathroom is observed to be clean and with no health and safety hazards. There are two sinks and one changing table in the Toddler classroom. All sinks accessible to children in each classroom deliver water that is no warmer than 120 degrees. There is a separate bathroom for staff usage on the premises. Total allowable capacity for toilets is 60 and sinks is 75. A waiver request for rotational use of the bathroom between classrooms will be submitted and a copy of the bathroom schedule will be provided. Children will bring their own lunch and snacks each day. Medications will be stored in the office inaccessible to children. Required postings were observed during today's inspection. Drinking water is available for children indoors and outdoors. All toxins and other hazardous items will be stored in each classroom inaccessible to children. Isolation of ill children will be in the office and the staff bathroom will be used for an ill child. Outdoor: Total useable outdoor square footage of the outdoor play area is 2,579.15 sq ft divided by 75 sq ft allowing for a total of 34 children . Outdoor play area is currently divided into two areas for the infant and preschool programs of the active licenses. Outdoor area is enclosed by a fence over four feet tall and observed to be clean, safe, and equipped with age appropriate toys and equipment for children. Both areas have a play structure with resilient material underneath. A sandbox surrounds the preschool program's play structure. Play structures are age appropriate for children in care. Shade for children will be provided by trees and the building. Teachers will bring out children's reusable cups filled with water while outside. Applicant will set a schedule for each classroom to use the outdoor area at specific times. Outdoor space waiver request will be submitted and a copy of outdoor play schedule will be provided. LPA will approve licensure for the capacity of 55 children effective as of Monday, June 19, 2023 to accommodate current active licenses closure on June 16, 2023. Fire clearance inspection was completed and granted on March 30, 2023. Applicant was reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years by all staff hired. Training can be taken online at www.mandatedreporterca.com . Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
