What the inspector wrote

On March 7th, 2025 at approximately 1:45 PM, Licensing Program Analyst (LPA) Gil conducted an unannounced, annual inspection. LPA met with lead teacher, Jiantong Kuang. Director Irene Soriano was not present for afternoon infant inspection. LPA explained the purpose of the inspection. Hours of operation are Monday to Friday 7:00 AM to 6:00 PM. Facility offers a Chinese Immersion program. Present during inspection included 6 infant children with 12 staff members (including lead teacher, and two infant license staff). LPA observed all staff has fingerprint clearance on file. Facility is operating within capacity requirements and ratios at time of LPA's inspection. Facility operates with two licenses: a preschool license and an infant license. LPA inspected facility, indoors and outdoors, for health and safety hazards. Toddler component operates out of 2 classrooms(Iris and Lilly Classroom). Preschool Program operates out of separate auditorium separated into 3 classrooms, and 3 shared play spaces. Infant license operates out of own classroom(Rose classroom) with three sections. LPA observed classroom to be clean, equipped with age appropriate toys, materials, and furniture. LPA observed electrical outlets to be made inaccessible with outlet covers and furniture. LPA also observed covered trash cans. Storage for children's belongings are located inside each classroom labeled with each child's individual names. Per director, parents take home and wash sheets weekly. Sleeping area for infants was observed to include cribs. LPA observed cribs to be free of loose articles, materials, and objects. Cribs were observed to have mattresses with tight fitting sheets. LPA observed program to maintain sleeping logs for napping infants. Per infant teacher, there are no enrolled infants with allergies or medications. Facility also provide meals to children in care. LPA observed facility has an installation of a fire alarm system throughout the entire building. LPA observed a carbon monoxide detector in each classroom. LPA tested Carbon Monoxide detector in cafeteria's classroom 2(mandarin room), which was observed to be working. Each classroom has a fully stocked and accessible first aid kit. Facility has multiple fire extinguishers located within classrooms. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children under locked sink. LPA observed diaper changing table to be within arms reach of a sink. LPA observed diapers were properly separated and labeled per infant. LPA observed children formula milk provided by parents or authorized representatives to be labeled and separately stored in facility fridge. Continue on Page 2... Continued, Page 2... Infant children have an outdoor area that is for infants' use/ shared with preschools. Infant area was observed to have appropriate outdoor equipment. LPA did not observe any bodies of water on site. Children are signed in and out of facility through a paper system by the front entrance. All children were signed in correctly during LPA's visit. Facility has license documentation and information properly posted and available for review in main entrance of facility. Preschool program conducts drills at least once every six months. Last conducted disaster drill was on 02/4/2025. LPA reviewed 5 children's files and 3 staff files(including directors). Children's files were incomplete. Five Infant Children Files were missing parent rights and personal rights forms. A technical violation is being given on today's date. Director has a valid CPR/First Aid certificate that will expire 8/2025. Assistant staff present with infants was missing health screening report, LIC 503. Assistant staff present with the infants was missing her mandated reporter certification. A technical violation was provided for each missing document. Director stated staff is new and working on obtaining both missing items. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. Lead Teacher is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Lead Teacher was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
