What the inspector wrote

On April 1, 2026, at approximately 11:00AM, Licensing Program Analyst (LPA) Katie Krenn conducted an unannounced, annual inspection. LPA met with Licensee, Alina Poberezhna (L1), and explained the purpose of the inspection. At the time of the visit, L1 and two staff were supervising two infants and nine preschool children. L1 has a large license and is operating within capacity limits and ratio. All adults living and working in the home have obtained criminal record fingerprint clearance from the Department of Social Services. Hours of operation are Monday through Friday 8:00am to 6:00pm. Day Care Areas: Living Room, Playroom, Bathroom #1, Bedroom #1, and part of the backyard. Off Limit Areas: Kitchen, Bedroom #2, Bedroom #3, Bedroom #4, Bathroom #2, and the other ½ of the backyard. Off limit areas are made inaccessible with child safety gates and child door handle guards. Per L1, there are no pools, spas, or other bodies of water on the property. LPA observed that all required postings—including the Facility License, Notification of Parents’ Rights (PUB 393), and Earthquake Preparedness Checklist—were displayed by the front door in the entry area where children are dropped off and picked up. LPA observed that the home is equipped with a fully stocked accessible first aid kit, a fully charged fire extinguisher, two smoke detectors, a carbon monoxide detector, and emergency supplies. The smoke and carbon monoxide detector were not tested due to children in care sleeping. continued on page 2 Page 2 LPA observed the childcare roster that L1 maintains, all children present at the time of the inspection were listed on the roster. The last disaster drill was conducted in March 2026 and LPA observed that it was documented. LPA reviewed the emergency disaster drill log and verified that disaster drills are conducted at least every six months. Per L1, there are no weapons or firearms in the home and no smoking on the property. LPA toured day care areas of home with L1. LPA observed the home to be in good condition with proper temperature and ventilation. Home is equipped with a variety of toys and materials that were observed to be in good condition. LPA did not observe any accessible cleaning supplies, poisons, and solutions in day care areas. All cleaning supplies are kept in areas inaccessible to the children. LPA observed electrical outlets to be made inaccessible with outlet covers. Per L1, she provides breakfast, lunch, dinner, and snacks for the children in care. Per L1, none of the children currently in care have a documented allergy nor require L1 to administer any medications. LPA observed bathroom for children's use was in proper working condition. LPA observed bathroom to include appropriate toileting equipment and sanitation products. LPA did not observe any hazardous materials to be accessible to children in the bathroom. L1 has toddler beds and a play yard for each child to rest or nap. LPA observed the beds and play yard and found that they met the requirements for safe sleep, including tightly fitting mattress and sheets. The entire backyard is fully enclosed by a fence. LPA did not observe any pools, spas, or bodies of water on the property. LPA observed the barricade that L1 uses to keep the children on one side of the yard. LPA reviewed six children records which were complete. The children’s files were complete with emergency identification information and required immunizations. LPA observed that infants under 24 months had 15 minute sleep checks. continued on page 3 Page 3 LPA reviewed staff records for L1 and both staff present. LPA observed that L1 needs to renew their Mandated Reporter Training certification. LPA reminded L1 that Mandated Reporter Training must be completed every two years. L1's CPR/First Aid is current and will expire in July 2027. Both staff have current Mandated Reporter Training certification. One staff is also CPR First Aid certified. Complete immunization records and TB clearance for staff were not available for review. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. continued on page 4 Page 4 During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
