What the inspector wrote
On December 6, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a scheduled, pre-licensing inspection. LPA met with applicant, Eman Isbeh, and explained the purpose of the inspection. Present during LPA's visit included applicant and Building Kidz director operations, Jamie Brown.
Department received application October 30, 2023. The applicant is requesting for a preschool program (ages 2 years to entry into first grade). Applicant is requesting for 48 preschool children. Fire clearance was obtained November 20, 2023.
The preschool program will operate Monday through Friday 7:00am to 6:00pm. The designated director will be Eman Isbeh. Facility is a multi-level facility that includes 2 classrooms, an office space, a kitchen, a multi-purpose space and an outdoor area. The facility was inspected, indoors and outdoors, for health and safety hazards, and measured to calculate capacity.
Children will be signed into and out of program by authorized representatives' electronic signatures through an electronic application. Applicant was reminded sign in/out sheets must be made readily available for review. Families will have access to classroom through the ground entrance level and second entrance level.
Indoors:
The preschool program will operate in two classrooms: lower level and upper level classrooms. Applicant plans for lower level classroom to be for children ages 2 years to 3 years old. Lower level classroom was measured for 743.19 sq. ft. allowing for a capacity of 21 children. Applicant plans for upper level classroom to be for children ages 4 years to entry into first grade. Upper level classroom was measured for 1,190.06 sq. ft. allowing for a capacity of 34 children.
Total indoor square footage equals 1,933.25 sq. ft. allowing for a capacity of 55 preschool children.
LPA observed classrooms to be well ventilated with appropriate temperature. Floor was observed to be clean. There are carpets in the classroom that were observed to be clean, free of any stains, and secured to the ground. Classrooms are equipped with a variety of toys, materials and furniture that were age appropriate and in good condition. Storage for children's belongings are located in the classrooms, by children's cubbies.

Applicant does not plan to store poisons, cleaning supplies or hazardous materials in classrooms. LPA observed each classroom to have a fire alarm system installed, fully charged fire extinguisher, dual smoke and carbon monoxide detectors and fully stocked first aid kit. LPA tested smoke and carbon monoxide detectors in both classrooms which were observed to be working.
Medications with children’s individual names and required documentation will be stored in appropriate classrooms. Applicant stated they are aware medications must be made inaccessible to children.
This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. There is an additional multi-purpose room on the lower level of the facility (carpet area in Church hall). The area was measured for 684.87 sq. ft. allowing for a capacity of 19 children. Due to the space being a multi-purpose area, it was not counted towards overall capacity.
Applicant plans to provide napping children with cots. Children's families are to provide blankets and sheets. Per applicant, blankets and sheets will be sent home weekly or as needed. Applicant stated they are aware children's sheets cannot touch each other.
Applicant plans for isolation area to be in the facility office, separate from other children in care. There are two adult restrooms in the center that staff and families have access to. Program's discipline policy was discussed. Applicant plans to use redirection and provide children with emotional support.
Both classrooms have their own bathroom that includes 2 toilets and 2 sinks each. There are 2 additional sinks in the lower level classroom.
Total allowable capacity of toilets is 60 children (4 toilets). Total allowable capacity for sinks is 90 children (6 sinks).
Sinks accessible to children do not provide hot water. LPA observed bathrooms to be in working condition and equipped with appropriate toileting equipment. There is a diaper changing table in the lower level bathroom that is within arm's reach to a sink. LPA observed bathrooms to include garbage bins with tight fitting lids.
Applicant plans to provide a food service that includes morning snack, lunch and afternoon snack. Food will be prepared in kitchen that will be for staff use only. Applicant plans to install a child safety gate to kitchen. Drinking water will be made available for children's individual water bottles. Children's water bottles can be refilled on site through a filtered water station.

Outdoor:
There is an outdoor that both classrooms have access to.
The outdoor area measures 1917 sq ft. allowing for a total of 25 children.
Applicant plans to submit a waiver request. There is a play structure in the outdoor area that has resilient padding underneath. Outdoor area is equipped with outdoor toys and materials in good condition. LPA did not observe any bodies of water on site. There is a water fountain in the outdoor area that is not in use. Applicant does not plan for water fountain to be utilized for children.
The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded all child care centers operating in a building constructed before 2010 must test their water for lead contamination. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Applicant stated they are aware emergency disaster drills are to be documented when conducted. LPA reviewed with applicant, the LIC311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Licensing documentation was observed to be properly posted and available for review.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Based on fire clearance, maximum capacity facility can be licensed for is 48 children.
During visit, applicant provided LPA with documentation indicated on LIC184C.
Prior to recommended licensure, following must be completed:
-Sound alarm system on exit door in outdoor area.
-Replacement of sandbox cover in outdoor area.
-Clean up of garden and outdoor area.
-Installation of child safety gate to kitchen.
-Installation of child safety gate on stairs from upper level classroom to outdoor area.
-Sound alarm system on exit door in upper level classroom.
-Posting of licensing documentation on bulletin board outside upper level classroom.
-Approval of documents resubmitted on LIC184C.
-Request and approval of outdoor waiver.
