What the inspector wrote
On August 18, 2025, at approximately 12:45 p.m., Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced annual inspection, met with the director, Eman Isbeih, and explained the purpose of the visit.
The facility's operation hours are Monday through Friday, from 7:00 a.m. to 6:00 p.m.
The facility carries an outdoor rotation waiver which allows only 25 children to be outside at a time.
Upon entry, LPA observed seven staff members, including the director, and thirty-eight preschool children present. The facility operates within its capacity and complies with the staff/child ratio today.
LPA verified the staff member's criminal background checks through the Guardian Website.
LPA and the director inspected the 2 classrooms, children's bathrooms, kitchen, and outdoor play area. LPA observed several combo smoke alarms and carbon monoxide detectors, and two fully charged fire extinguishers model 2A:10BC in the kitchen and the upstairs classroom.
The director stated that the facility conducts an emergency drill every month, and the most recent one was conducted on 6/16/2025.
LPA observed that the facility has age-appropriate furniture, toys, and educational materials in each classroom. Each classroom's floor and rugs are in good condition and free of any hazards.
Sleep equipment was observed in the classrooms, and Eman stated that sheets and blankets brought from home and sent every week to be washed.

LPA observed the children's bathroom- toilets and sinks were clean, sanitary, in working condition, and the water temperature was proper.
LPA observed that the food preparation area was clean, sanitary, and no food contamination was noted. LPA also observed the outdoor play area and found a variety of play and sports equipment available for the children. All play structures are in good repair, and the playground is free from health and safety hazards.
The facility has a fully stocked first aid kit in each classroom. According to Eman, there are currently no children with allergies and required medications.
The director stated that an isolation area is available in the office for ill children to wait for their guardians.
The facility provides morning snacks, lunch, and afternoon snacks in addition to drinking water.
The facility uses an electronic sign-in/out app called "Building Kidz Connect." LPA observed that all authorized representatives signed in for today.
All posting requirements are met by the facility, including the License, Parent's Rights, and California Child Passenger Safety Law which is observed at the center.
LPA reviewed the facility records, which included 10 children's files, and 6 staff files. LPA found that all required documents were present in the children's files, including immunization records, LIC 700, and Personal-Parents Rights. LPA also verified that all necessary documents were available in the staff files, including Employee Rights and Mandated Reporter Training documentation. LPA observed the director has a valid CPR/First Aid training certificate that expires in December/2025 and Mandated Reporter Training certificate which expires on 10/2025.
The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
