Inspector’s narrative

What the inspector wrote

On 5/17/2024, Licensing Program Analysts (LPAs) Leong and Alvarado conducted an unannounced case management visit to the Family Childcare Home (FCCH) listed above. The licensee requested a visit from the department because she would like to upgrade her Small FCCH to a Large FCCH license. LPAs met with the Licensee, Qi Ping Huang, and explained the purpose of the visit. Licensee\342\200\231s son (under 18 years old) was present during the visit. No children were present during the visit. The licensee provided proof of control of property. The LPAs observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). LPAs and the licensee conducted an inspection to identify potential health and safety hazards. The indoor daycare areas were found to be clean, orderly, and equipped with age-appropriate toys, furniture, and educational materials. The Family Child Care Home (FCCH) demonstrated proper lighting, ventilation, and absence of hazards endangering children, along with a fully stocked first aid kit, functioning smoke and carbon monoxide detectors, and a charged fire extinguisher. Measures were taken to ensure child safety, including covering garbage cans and power outlets and storing cleaning products out of reach with child safety locks or child safety gates. Licensee confirmed that no firearms or weapons were present on the premises. The entire backyard was securely enclosed and furnished with playground equipment in good condition, featuring cushioned areas under high climbing equipment to absorb falls. No pools, spas, or other bodies of water were on the premises. See Page 2 Page 2 Licensee was reminded of the capacity limits specified in the license, with a review of the limits for large and small family childcare homes. It was emphasized that when no assistant provider is present, the licensee must adhere to the capacity requirements for a Small Family Childcare Home, allowing for the care of up to eight children. The licensee was also reminded of their obligation to be physically present and ensure continuous supervision of all children in care. In the event of temporary absence, arrangements must be made for a substitute adult to supervise the children, with absences not exceeding 20% of the facility's operating hours per day. LPAs verified that Licensee has the necessary teaching experience for a Large FCCH license, as she held her Small FCCH license for less than a year. The Central County Fire Department issued a fire clearance for the FCCH on 5/2/2024 in compliance with requirements for a large FCCH. LPAs will recommend a Large FCCH license for the licensee. The large license will take effect on 5/17/2024. No deficiencies were issued today during LPA's visit. A copy of today\342\200\231s report was given to the Licensee, Qi Ping Huang A Notice of Site Visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Qi Ping Huang.
