Inspector’s narrative

What the inspector wrote

On March 14, 2024 at approximately 2:15pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted a follow-up, pre-licensing inspection. LPA met with applicant, Navin Chugh, and explained the purpose of the inspection. Department received application December 27, 2023. Initial pre-licensing inspection was conducted February 12, 2024. During initial pre-licensing, fire clearance for 12 infants was obtained. Program is currently licensed for a capacity of 72 for a preschool program with a toddler option program (12 toddlers). The applicant is requesting for an infant license with a capacity of 12 infants (ages 4 months to 24 months) to operate in infant classroom #1 only. During initial pre-licensing visit, LPA measured infant classroom for 11 infants only. Prior to licensure, following had to be completed: -Installation of sink to diaper changing table. -Installation of wall partitions to infant napping area. -Follow up visit conducted by LPA. During today's visit, LPA observed infant classroom to include wall partitions to infant napping area and an installation of sink next to diaper changing table. LPA remeasured infant classroom on this date. Infant classroom was measured for 431.67 sq. ft. allowing for a capacity of 12 infants. Applicant has installed wall partitions to napping area that are at least 4 ft. high and are transparent. The diaper changing table in classroom is within arm's reach to an adult sink that is for hand washing only. Applicant has also included chairs for infant feeding that was observed to be new. Carpets and crawling mats in infant classroom were observed to be clean and in good condition. Toys and materials in infant classroom are age appropriate. Electrical outlets in classroom were observed to be made inaccessible. There is a child safety gate separating toddler option classroom from infant classroom. (Continue Report on Page 2...) (Continued, Page 2...) LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Due to square footage, maximum number infant program can be licensed for is 12 infants. LPA advised applicant to submit an updated facility sketch for infant classroom with infant classrooms' updated set up. LPA reminded applicant facility will be licensed as is and department must be updated about any structural updates. LPA will approve infant license for 12 infants, effective today's date. Due to no ink in LPA's portable printer, LPA will email report to applicant on today's date. Applicant to acknowledge receipt of report. Exit interview conducted and report was reviewed with the applicant, Navin Chugh.
