What the inspector wrote

On April 18, 2024 at approximately 9:10am, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an announced case management inspection at Challenger School (PS) FC campus. Facility submitted an increase of capacity request on March 7, 2024, to increase preschool capacity and add toddler component. LPA met with director, Catherine Zhang and explained the purpose of the inspection. Fire inspection approval was received in our office on April 8, 2024 under facility #414005092, for single license. Present during today\342\200\231s visit was Director, 3 staff and 5 preschool children. Program is a licensed combination program for infant and preschool. Facility is closing infant license #414005054 and expanding preschool with a toddler component. Program is requesting to increase capacity from 24 to 44 children (24 preschoolers & 20 toddlers). Director was reminded that preschool children cannot co-mingle with the toddler program. Toddler classroom will be in room #2 which was previously an infant/toddler classroom. LPA measured toddler room, which is separated by a low partition wall to separate into two classrooms A and B. Classroom was measured for 830 sq ft. The total allowable capacity measured for Toddler Classrooms measures for 830 sq ft. equaling 21 toddlers. Toddler area 2A measures at 506 sq ft. (to accommodate 12 toddlers) and classroom 2B measured 324 sq. ft. (to accommodate 9 toddlers). Per fire inspection, classroom was only approved for 20 toddlers only. The preschool program will operate in classroom #1. Preschool classroom was measured for 856.65 sq. ft. Total allowable indoor square footage equals 856.65 sq. ft. allowing for a capacity for 24 preschool children. Outdoor toddler space area (playground #2) measures 1.420 sq. ft for a maximum capacity of 12 toddlers. Outdoor waiver of scheduled toddler times will be submitted to office. Preschool outdoor playground area (playground #1) measures 2,167.01 sq. ft. allowing for a capacity of 28 children. Page 2... Classroom 2 includes two bathrooms; one bathroom has two working toilets and three sinks, second bathroom includes one toilet, one sink and a fold out changing table. Classroom also includes two separate sinks in classroom next to changing table. LPA observed classrooms to be equipped with a variety of toys, changing tables, cubbies and age appropriate furnishings all in good condition. Classroom are equipped with fire sprinklers, smoke detector and carbon monoxide detector. LPA observed first aid kits and emergency backpacks. Electrical outlets were made inaccessible with child safety covers. Program will utilize sleeping cots for napping and will be stored in the classroom. The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded all child care centers operating in a building constructed before 2010 must test their water for lead contamination. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA reminded applicant emergency disaster drills must be documented when conducted. LPA reviewed with applicant and director, the LIC311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/ subscribe and select the Child Care option to receive email communication. LPA will approve increase of capacity for toddler classrooms for a total capacity of 44 children (24 preschoolers and 20 toddlers) effective today 04/18/2024. A copy of this report, and the \342\200\234Notice of Site Visit\342\200\235 were given to the director. A \342\200\234Notice of Site Visit\342\200\235 must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted, and the report was reviewed with the Director, Catherine Zhang.
