What the inspector wrote

On September 15, 2025 at approximately 9:00am, Licensing Program Analysts (LPAs) Catrina Quimbo and Diana Alvarado, conducted a follow-up pre-licensing inspection. LPAs met with the director of the facility, Michelle "Shelley" Marquez, and explained the purpose of the visit. This is a change of ownership application. Facility is currently licensed under facility # 410517246. The initial application request was for 56 preschool children (ages 2 to 5 years old). An initial fire clearance for the 56 preschool children was received April 26, 2024. The application has been updated to request a toddler component. The new application request is for a total of 56 children: 31 preschoolers (ages 2.5 years to 5 years old) and 25 toddlers (18 months to 36 months). A new fire clearance for the updated age components was received August 29, 2025. LPAs reinspected and remeasured facility, indoors and outdoors, to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. The facility operates at First Lutheran Church in 3 classrooms. The facility includes 3 classrooms, 2 outdoor areas, a main office, and 2 outdoor spaces. The preschool component will operate in two classrooms: Elm and Oak. The toddler component will operate in one classroom: Pine. The outdoor areas between the preschool and toddler components are separated by a fence. Preschool Indoor measurements are: The preschool indoor measurements contain a total of 1,088.85 square feet which will accommodate the request for 31 preschool children. Preschool Outdoor measurements are : The preschool outdoor measurements contain a total of 4,798.2 square feet which will accommodate the request for 31 preschool children. (Continued, Page 2...) Toddler Indoor measurements are: The toddler indoor measurements contain a total of 931.11 square feet which will accommodate the request for 25 toddler children. Toddler Outdoor measurements are : The toddler outdoor measurements contain a total of 2,249.07 square feet which will accommodate the request for 25 toddler children. The child care center was observed to be clean and sanitary. Children's toys and materials were observed to be in good condition. A comfortable temperature for children is being maintained. Furniture and equipment were observed to be maintained in good condition. Tables and chairs are age appropriate. Facility includes an updated fire alarm system and carbon monoxide detectors. Carbon monoxide detector was tested during today's visit and was observed to be working. There are 3 restrooms for children's use. There are a total of 6 sinks, 3 toilets, 2 urinals. Restrooms are equipped with age appropriate toileting equipment. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. Outdoor area was observed to be fully enclosed and fenced. The toddler component will utilize the grass area while the preschool component will utilize the sand area. There are sufficient outdoor toys and materials, available for children's use. There is a slide in the preschool outdoor space that is designated for children ages 2 years to 12 years old. LPAs did not observe any pools, spas or bodies of water on site. Children will sleep in their designated classrooms on floor mats. Sheets and blankets are provided by children's families and sent home weekly or as needed, for laundering. Per director, mats are sanitized weekly or as needed. Sheets and blankets are stored appropriately so they are not touching each other. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Continue Report on Page 3...) (Continued, Page 3...) Happy Halls will continue to provide a food service that includes morning and afternoon snack only. Children's families will provide their lunches daily. Drinking water is available through children's individual water bottles that can be refilled through accessible sinks. There are disposable cups on site, if needed. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Director was reminded preschool enrolled children and toddler enrolled children must be kept physically separate and cannot co-mingle. Director was also reminded toddler option children must have written permission/consent from their authorized representatives to participate in toddler component. Facility will be approved for a total capacity of 56 children: 31 preschoolers and 25 toddlers when Centralized Application Bureau (CAB) has provided final approval of application. Facility #410517246 will permanently close per CAB's final approval. Exit interview conducted and report was reviewed with the facility representative, Michelle "Shelley" Marquez.
