What the inspector wrote
On June 11, 2024 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a scheduled pre-licensing visit. LPA met with licensee, Marta E. Mejia, and explained the purpose of the visit. Present during LPA's visit included licensee and licensee's mother.
This application is a relocation and capacity increase application. Licensee is currently licensed
at facility 384002484. Licensee submitted a relocation application April 25, 2024. As of this date, fire clearance has not yet been obtained. Licensee lives in the home with their mother only. No children nor other adults live in the home.
The home is a multi-level home that consists of 3 bedrooms, 1 bathroom, living room, kitchen, laundry area, patio, and backyard. The
DAY CARE AREAS
are the living room, bedroom #2 (main day care area), bathroom, patio and backyard. The
OFF LIMIT AREAS
are bedroom #1 (next to kitchen), kitchen, laundry area (pass by only) and bedroom #3 (third level). Off limit areas are made inaccessible with locked doors and/or child safety gates. Licensee was reminded any off limit areas are not to be used as a day care area without prior approval from the department. There are stairs inside and outside the home that are made inaccessible with a child safety gate.
LPA observed the day care areas to be clean and safe. Home is equipped with a fire extinguisher and emergency backpack with first aid materials. There are multiple dual smoke/carbon monoxide detectors throughout the home. Carbon monoxide detector in main day care area was tested during visit and observed to be working.
LPA observed drawers without child safety locks to not have any accessible poisons or chemicals. LPA observed poisons, chemicals and cleaning solutions to be stored in home's high shelves, inaccessible to children. There is a heater in the living room that will be made inaccessible with a gate.

LPA observed day care areas to be equipped with a variety of age appropriate toys, materials and furniture that were new and in good working condition. LPA observed electrical outlets in day care areas to be made inaccessible with child safety covers. Bathroom was observed to be in proper working condition. Home includes appropriate toileting equipment.
Licensee plans to utilize cribs and mats for napping children. LPA observed crib to be free of loose articles and materials. Licensee plans to provide children with mats and sheets. Licensee plans for sheets to be laundered weekly or as needed.
The patio is enclosed and provides shade. LPA observed poles in patio area to have resilient padding installed for additional safety. There is sufficient toys and materials in the patio that are clean and in good condition. Stairs in patio are made inaccessible with a child safety gate. Licensee plans to install padding on floor in patio for additional safety. The backyard is also fully fenced and enclosed with an at least 4 ft. high fence. LPA did not observe any pools, spas or bodies of water on site.
Licensee was reminded baby walkers, bouncers, jumpers and any other similar items are not to be used for children in care. Licensee stated they will conduct emergency disaster drills monthly and will document the drills.
Licensee's discipline policy will be talking with and communicating with children. Licensee does not plan to provide a food service at this time. LPA reminded licensee children's personal items must be labeled with their individual names.
Capacity limits and ratios for a large family day care have been reviewed with licensee on this date. LPA reminded licensee that an assistant must be present when operating as a large license. LPA reminded licensee when an assistant is not present, licensee must operate as a small license.
The licensee provided proof of control of property. Licensee's CPR/First Aid training will expire 04/2026. Licensee's Mandated Reporter training certification is also current and will expire 05/2026. LPA reminded licensee CPR/First Aid training and Mandated Reporter training must be renewed every two years. Licensee was also reminded Mandated Reporter training must be completed and renewed by all staff working with children. Licensee provided proof of required immunizations during LPA's visit. Per licensee, there are no weapons or firearms in the home.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their
existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the licensee.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at:

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, 4/29/2024, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
