What the inspector wrote

On August 20, 2025 @ approximately 2:05pm, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee Consepcion Rodriguez to conduct an unannounced annual random inspection. The purpose of the inspection was explained to licensee. Present in the home today was licensee and an assistant caring for 9 children (4 infants & 5 preschool-age). All adults living and working in the home have criminal background clearances and associated to facility. Licensee is operating within capacity and ratio requirements on this day. Hours of operation are Monday\342\200\223 Friday 7:30am \342\200\223 5:00pm. Licensee owns a dog. LPA toured the indoors and outdoors of home for health and safety hazards. Home is a single story with 3 bedrooms, 1 bath home. The DAY CARE AREAS: Dining room, living room, hallway, bathroom and backyard. The OFF-LIMIT AREAS : all three bedrooms, kitchen (walk through only to backyard), and detached garage. The ISOLATION AREA : Dining room area and away from other children. LPA observed the home to be clean and well-organized with proper lighting and ventilation. Flooring in daycare areas is foam mats and rugs to absorb and cushion falls. LPA observed child proof gates installed at the kitchen entrances and hallway. LPA observed a changing table with children\342\200\231s diapering supplies. LPA observed electrical outlets secured with childproof covers and barricaded with furniture. The fireplace in the living room is barricaded properly for inaccessibility. Home is furnished with age-appropriate toys, storage cubbies, child size furniture, books, puzzles, playpens and sleeping cots, all in good condition. LPA observed children sleeping on sleeping cots and playpens, Licensee provides sheets for playpens/cots and are washed on a weekly basis or as needed. Cleaning supplies and other potentially harmful items are stored inaccessible to children in care, LPA reminded licensee to keep latches on bathroom drawers and cabinet door. The entire backyard is surrounded by and enclosed with a 5 ft. wood fence. LPA observed backyard equipped with playhouses, climbing/swing play structure, children\342\200\231s table and ride on toys, all in good condition. LPA observed backyard to be equipped with several sunshades to provide shade to children in care. Outdoor flooring is cement,foam mats and artificial grass to cushion falls. There is a childproof gate installed between side patio and backyard. LPA did not observe any pools, spas, or other bodies of water. Cont. page 2\342\200\246 Page 2... Home is equipped with a smoke detector and carbon monoxide detector; LPA did not test detectors due to sleeping children. LPA reminded licensee to test detectors. LPA observed a fully charged fire extinguisher (2A10BC) in the living room. A Pull-down fire alarm is also located in the living room. Licensee maintains a fully stocked first aid kit and backpack. Licensee uses a cell phone in the home. LPA reviewed and discussed IMS with Licensee. Per licensee, there are no weapons or firearms in the home. LPA reviewed 5 children\342\200\231s files and 1 staff file; all files were complete and included LIC9227 Infant Safe Sleep Plan. LPA reviewed 15-minute sleep logs for enrolled infants; logs are kept up to date. Licensee maintains a current children\342\200\231s roster. Licensee CPR/FA expires 09/2026 and Mandated Reporter training expires 08/2027. Licensee provides breakfast, lunch and two snacks to children in care. LPA reminded Licensee to label children\342\200\231s food brought from home. LPA observed Childcare License, Parent's rights and emergency disaster plan posted at entrance of home. The last emergency disaster drill was conducted on June 18, 2025, and is properly documented. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. Cont. page 3... Page 3... As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. LPA reminded licensee about Mandated Reporter training available www.mandatedreporterca.com . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.v/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, licensee Consepcion Rodriguez confirmed that there are no Registered Sex Offenders living in the home and LPA completed the RSO profile in FAS. No deficiencies issued today during LPA's visit, under CCR, Title 22, Division 12. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with licensee, Consepcion Rodriguez.
