What the inspector wrote

On January 21 st , 2026, at approximately 3:15PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee, Hui Lin \342\200\234Helen\342\200\235 Hung, and explained the purpose of the visit. Present during the visit was the Licensee, 1 helper, 9 preschool age children, and 1 school-age child. The facility is operating within staffing and ratio requirements on this day. The facility\342\200\231s hours of operation are from 8:00AM to 6:00PM, Monday to Friday. Daycare Areas: Living Room, Dining Area, and Bathroom. Off-limits Areas: Kitchen, Bedroom #1, Bathroom, Garage, and Rear Area of Backyard. LPA and Licensee inspected the home for any health or safety hazards. There is a carbon monoxide detector present. There is a fully charged 2A10BC fire extinguisher present in the Kitchen. Electrical outlets are covered or blocked by furniture when not in use. Cabinets and drawers are secured with childproof locks where necessary. There are temperature and ventilation controls available for the comfort and safety of children in care. There is a fireplace in the Living Room that has been barricaded and secured. LPA observed there to be age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. The facility provides cots, mats, and pack-and-plays for napping children. Per Licensee, the facility cleans bedding and sheets every Wednesday and Friday. Bedding that is brought from home is sent back once a week. Napping surfaces and equipment are wiped down every day. Licensee is aware that sleep sacks are not to be used for napping infants. Licensee informed LPA during the visit that Bedroom #2 is no longer used for daycare services. Bedroom #2 shall be removed from the listed daycare areas effective today, January 21 st , 2026. Continued on Page Two Page Two Per Licensee, the facility provides AM/PM snacks and lunch. Water bottles may be brought from home, or the facility will provide them to children. Licensee stated that there are currently zero children enrolled with food allergies, or who require medication. Storage of medication was discussed. The Backyard is shared with facility #414005183. Licensee provided LPA with a schedule that ensures that the Backyard is used by only one facility at a time. There are age-appropriate toys and equipment present. The Backyard is enclosed by a fence that is at least four feet high. There are no swimming pools or other similar bodies of water present in the home. Per Licensee, there are no firearms or weapons stored in the home. There is a cat in the home that children do not have access to. LPA reviewed 2 staff files, 5 children\342\200\231s files, and facility records. Licensee\342\200\231s Pediatric First Aid/CPR training is current and expires 12/2026. Mandated Reporter training was observed to be current for all staff present. Personnel files are maintained and accessible for review. Children\342\200\231s files were observed to be complete. Documentation of enrollment in public or private school for school-age children was discussed with Licensee. Sleep logs are documented and maintained digitally. Storage and accessibility of records was discussed. The facility last conducted an emergency drill on 12/2/2025. Drills are properly logged and documented. Licensee carries liability insurance and provided documentation during the visit. Placement of required postings was discussed with Licensee. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Three Page Three LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Hui Lin Hung, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
