What the inspector wrote

On 8/20/2025 at 2:00PM., Licensing Program Analyst (LPA), Luis Gomez met with Licensee, Caroline Daher. The purpose of the visit was explained and was for an unannounced, Case Management visit- Other. Present was Licensee, Licensee\342\200\231s Husband, and Assistant caring for 7 children (3 infant-age, 4 Preschool-age). LPA inspected facility for health and safety hazards. LPA hand- delivered to licensee letter denying request for large capacity licensure. During inspection, LPA review facility records including the children and staff files. LPA observed facility is operating over capacity. Deficiency was cited on attached LIC809, Case Management Report. Report was reviewed and provided to the Licensee. This report must be available in the facility for public review. Notice of site visit was posted. Licensee was advised if she has any additional questions, to call the office: 650-266-8800 from 8:00am-5:00pm. Website: www.ccld.ca.gov

This requirement was not met as evidenced by: At 2:30PM., Based on record review, interview, and observation, LPA confirmed licensee is operating over capacity with 3 infants, 7 total children in care. This poses an immediate health and safety risk to children in care.
