What the inspector wrote

On October 7, 2025, at approximately 8:00AM, Licensing Program Analyst (LPA) Katie Krenn conducted a scheduled pre-licensing visit at the address listed above. LPA met with Applicant, Amna Rehmane and explained the purpose of today's pre-licensing visit. Applicant has applied for a small Family Child Care Home License. Currently, the applicant’s planned operating hours will be from 8:15AM to 5:15PM, Monday to Friday. All adults living in the home have received fingerprint clearance. Applicant has provided documentation verifying control of the property. Daycare Areas: Main Living Room Area, Bathroom #1 (Hallway), and Backyard. Off-Limits Areas: Bedroom #1, Bedroom #2, Bedroom #3, Bathroom #2, Kitchen, Dinning Area, Garage, Front Yard, and Driveway. Applicant confirmed that there are no swimming pools, spas, or other similar bodies of water present. LPA verified that Applicant's phone number and email address are current during the visit. LPA and Applicant toured the home to inspect for health or safety hazards. LPA observed that the home was clean and in excellent condition. LPA observed that the bathroom fixtures were operational. LPA observed that the floors were free of debris. LPA observed that electrical outlets in the daycare areas were covered to prevent children’s access. LPA observed that the fireplace was covered by furniture. A gate is used to prevent children's access to the kitchen and dinning area. continued on page 2 Page 2 Applicant has two combination detectors for smoke and carbon monoxide, LPA tested them and found them to be functioning properly. LPA observed a fully charged fire extinguisher. Applicant will send a photo of the first aid kit. In the day care areas, LPA observed age appropriate materials and furniture. Applicant has additional learning materials and mats for sleeping, that will be brought over from their previous home daycare. The backyard had a number of age appropriate tricycles, balls, outdoor toys, and tables that will be used for sand and kinetic sand. LPA observed shaded areas. LPA observed landscapers preparing the ground for new grass. LPA met the landlord who was there to oversee the landscaping. Applicant plans to provide snacks including fresh fruits and vegetables. Parents will send lunches with their children. Applicant understands that they must post menus at least one week in advance. LPA reviewed Applicant’s records and found that their Mandated Reporter Training (MRT) and Pediatric First Aid/CPR training are current. Applicant used an EMSA approved training program. Applicant is aware that both the MRT and First Aid/CPR need to be renewed every two years and that current copies need to be available for review. LPA discussed with Applicant the requirement to be present in the home ensuring that children are supervised. In the event of a temporary absence, Applicants shall arrange for a substitute adult to provide care and supervision for children. A suitable adult shall have fingerprint clearance, MRT certification, and pediatric First Aid/CPR. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. Applicant stated that they understood. Applicant is requesting a capacity of eight children. The applicant is advised that if they want to change increase the capacity to a large license that they may do by submitting a new Application for a Family Child Care Home License (LIC 279) and paying a change of capacity fee of $25, to increase the capacity and provide care to 12 or 14 children. Applicant stated that they understood. continued on page 3 Page 3 LPA reviewed the pre-licensing packet with the Applicant going over all the required postings, required forms, and paperwork. Copies of required forms and Entrance Checklist were provided to the applicant. LPA reviewed the ratio and capacity of a small and large family child care home license. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/‌inspection-process Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicants confirmed that there are no sex offenders living in the home. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. continued on page 4 Page 4 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Prior to licensure Applicants must provide photographic proof of completion of the items listed in this report. 1) The classroom fully set up with all the materials. 2) The landscaping in the backyard once it is completed. 3) The first aid kit. 4) The postings of the Notification of Parent's Rights and Earthquake Preparedness Checklist. 5) Landlord Notification and Landlord Consent.
