On January 27, 2026, at 2:00pm, Licensing Program Analyst (LPA) Maria Olguin-Leon and Licensing Program Manager (LPM) Marie Rodriguez, met with applicant, Yiting Wang and Stephen Albano (applicant\342\200\231s stepfather) for an informal office meeting. The purpose of the informal meeting was to discuss applicants\342\200\231 status of family childcare home application. Applicant is daughter of licensee Yongli Chen facility #4141004981, w hich is located on the same property. The detached ADU/Home has a separate address. The purpose of the informal office meeting was to discuss regulations and compliance issues, due to a request for a 2 nd family childcare license on the same property by another licensee. During meeting, Applicant was reminded: \302\267 Applicant is the primary caregiver for the licensed family childcare home. \302\267 Applicants\342\200\231 substitute cannot be another licensed provider. \302\267 If applicant (or substitute) is working alone in licensee's home, licensee (or substitute) must operate within capacity limits of a small licensed family childcare home. \302\267 Applicant will have their own designated staff; no sharing of staff will be allowed with staff working in main home. \302\267 Any communication regarding applicants\342\200\231 family childcare home will be between applicant and department directly. \302\267 Applicant cannot engage in outside employment that may directly or indirectly infringe on applicant's ability to be the primary caregiver in their family childcare home. Page 2\342\200\246 Page 2... \302\267 Applicant is the only individual responsible and liable for everything that occurs in the home. \302\267 Applicant understands children enrolled with applicant shall not commingle with children enrolled under her mother\342\200\231s license,Yongli Chen #4141004981 \302\267 Applicant acknowledges that children will not be exchanged, shared or moved within other licensed family childcare homes. \302\267 Applicant understands gate leading to main home\342\200\231s backyard shall remain locked and inaccessible during operational hours. \302\267 Licensee understands all enrolled children files must be kept in the applicant\342\200\231s home and not kept in the main home. \302\267 Applicant understand all adults living or working in the home must be fingerprint cleared and associated to home. \302\267 Applicant must live in the home. \302\267 Applicant must be present 80% of operating hours per day. \302\267 Applicant must be aware of department's regulations. \302\267 Applicant must have their own current, working phone number the department can reach during operating hours. If the department obtains information discussed today is not followed, the department has the authority to cite. Applicant stated they understood and are aware of the importance to be in compliance with all licensing regulations. Facility # 414005311 will be approved for licensure, effective today's date.
