What the inspector wrote

On September 19, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required- 1 Year inspection. LPA met with director Donna Mrotek and advised her of the purpose for the inspection. Together with the director, LPA toured the facility inside and outside. At the time of inspection there were 6 children in the care of two adults. No bodies of water were observed during today's inspection. LPA observed license documents mounted on the wall inside the facility. Last fire drill was conducted in August 2023. LPA reminded Director that fire/disaster drills should be conducted and documented every six months. Each of the classrooms have age-appropriate toys and furniture readily accessible for children in care. LPA observed enough restrooms available for children to use. LPA did not observe any hazards/toxins items accessible to children. A functioning carbon/smoke detector was tested at 12:51 PM. The outdoor playground is shaded and has an ample amount of space for children to play. LPA observed the playground has age-appropriate toys and structures available for children to use. A sampling of children and staff records were reviewed. LPA observed children's files to be complete and current. Currently the facility does not have children that require Incidental Medical services (IMS). LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements. Staff members CPR/First Aid certification has expired. Director asked if CPR/First Aid certification can be conducted online, LPA advised Director that CPR/First Aid certification cannot be all completed online. LPA also reminded director that the Mandated Reporter Training (AB1207) Certification needs to be current. LPA provided mandated reporter information including the website to obtain the training. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. One Type B deficiency was cited during today's inspection and can be found on the attached 809-D. LPA also issued a Technical Violation for expired Mandated Reporter Training Certification. Type B deficiency is regarding CCR 101216(f) Personnel Requirements. LPA provided Director with Children's Resource & Referral of Santa Barbara County Referral Phone: (805) 925-7071. Director may contact R&R to inquire about CPR/First Aid courses coming up. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted, appeal rights were given, and report was reviewed with director Donna Mrotek.
