What the inspector wrote

On March 11, 2025, at 12:45 PM, Licensing Program Analysts (LPAs) Bill Billones and Elizabeth George conducted an unannounced annual random inspection of the abovementioned Child Care Center (CCC) located on Santa Ynez Elementary School campus. LPAs met with Kathryn Thompson, Executive Director, and informed them of the purpose of the visit. LPAs, in the company of the Executive Director toured the interior and exterior of the facility and observed required documents posted in a prominent and publicly accessible area of the facility. The CCC operates out of 1 classroom and an outdoor playground at the noted address. The hours of operation are from 12:00 PM to 6:00 PM, Monday - Friday. During the inspection, LPAs observed 18 children in care, along with two aides, Site Supervisor, and the Executive Director present at site. The classroom used for child care was observed to be clean, organized, and appropriately furnished. LPAs observed menus posted along with required notices and documents. LPAs observed daily activity schedules. The restrooms were observed to be clean and free of hazardous materials. Waste receptacles inside classroom for solid waste were observed to have tight fitting lids. LPAs observed a non functioning carbon monoxide detector which Executive Director plugged in during inspection, which was tested at 1:34 PM and found to be operable. Disinfectants, cleaning solutions, and sharps are stored high on shelf in a cabinet which is inaccessible to children in care. The refrigerator was inspected and contained snacks available to children in care. Water is provided via filtered water in a pitcher and outdoor water fountains. The outdoor playground is enclosed by chain linked fencing with latched gates. Outdoor playground and equipment are age appropriate with shaded outdoor seating. Outdoor waste bins observed did not have tight fitting lids. LPAs advised Site Supervisor to put tight fitting lids. No bodies of water were observed. Executive Director states no fire arms or ammunition are present on facility grounds. Continued on 809-C During inspection, LPAs were informed of Transitional Kindergarten and Kindergarten classes are located off site at 3525 Pine St. Santa Ynez, 93460. LPAs were also informed that care is being provided at the abovementioned location. Due to conversation with Site Supervisor and Executive Director, further information will be required. A sampling of children and staff records were reviewed. The children\342\200\231s records were found to be complete and contained all necessary documents. Staff records review was incomplete. Site Supervisor's mandated reporter training was completed on 9/16/2024, but they did not have an approved pediatric First Aid/ CPR certificate on file. LPAs note Site Supervisor does not meet director qualifications. LPAs note the last disaster drill was conducted on 2/24/2025. Smoke detectors, fire extinguishers, and fire alarms were observed in the classroom. The facility uses the ePact Application to sign children in and out. LPAs reviewed the Sign In/Out information, and all information reviewed were completed appropriately. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Last lead tested was conducted on 8/26/2022. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. One Type B deficiency is being cited during today\342\200\231s visit. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were given. Exit interview conducted and report was reviewed with the Executive Director, Kathryn Thompson.
