What the inspector wrote

On June 12, 2025, at 2:22 PM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor, Debi Thornburg, and discussed the purpose of the inspection. At the time of the inspection 10 children and 3 staff (cleared and associated) were present. The preschools hours of operation are from 6:00am \342\200\223 5:00pm, Monday thru Friday. The center has a full day option open year round and a half day session that is closed for the summer. LPA in the company of the Site supervisor toured the interior and exterior of the facility. The CCC consists of two classrooms and outdoor play area. LPA observed required licensing forms to be posted on the wall in the classrooms. LPA observed the classroom to be clean and orderly. Age-appropriate toys and equipment are in good condition. Site supervisor informed LPA cleaning compounds are stored in a child locked cabinet. LPA observed cabinets and drawers that are not secured to be free of hazards. There are sufficient restrooms for children which LPA observed to be clean and free of hazards. LPA observed smoke detector and fire alarm which site supervisor stated they checked regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 2:51 PM. LPA observed a regulation fire extinguisher last serviced on 4/3/25. Trash cans with tight fitting lids were observed throughout the facility. Cubbies are afforded for each child in care. LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children\342\200\231s activities. Drinking water is made available to children via water fountains both inside and outside. LPA observed age-appropriate equipment and play structure in good repair. LPA notes the play structure's fall zones have sufficient cushioning. CCC has locked sheds in the outdoor play area containing toys and equipment. Continued on 809-C A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete as well. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current. LPA provided site supervisor with the Entrance check list for child care centers (LIC125). LPA notes at least one staff has current Pediatric CPR/First Aid Certification. LPA observed fire drills are being conducted and logged with the last fire drill on 5/29/25. LPA observed the sign in and out sheets to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no fire arms or ammunition on CCC site. CCC provides breakfast lunch and snack to children. LPA observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children. Site supervisor stated every week fresh food is purchased. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed, on 9/3/22, in accordance to the Written Directives outlined in PIN 21-21.1-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were given during today\342\200\231s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided and report was reviewed with the Site Supervisor, Debi Thornburg.
