What the inspector wrote

On 10/17/24, at 9:20 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Three Year Required inspection of the abovementioned Child Care Center (CCC). LPA met with Luz Bernal, Site Supervisor of the CCC. LPA explained the purpose and nature of the inspection. The facility is located on the grounds of Olga Reed Elementary School. The Preschool operates Monday \342\200\223 Friday 8:00 AM \342\200\223 11:00 AM. The facility uses one classroom (Room 1) for child care services. At the time of inspection, LPA observed 5 children on site, along with 2 teachers. LPA observed required licensing forms and documents posted at the entry door of the CCC. The CCC has a posted schedule of activities for children as well as a menu of the snacks provided. The CCC uses an electronic Sign In/Out system (Care Cloud). LPA reviewed a sample of the system's entries and notes the entries contain the arrival and departure times of children in care and well as the electronic signature of the children's authorized representatives conducting the given Sign In/Out. The classroom of the CCC has age appropriate equipment and furnishings available for children in care. The classroom is divided in to different learning areas. LPA observed waste receptacles throughout the CCC with thigh fitting lids. The CCC's carbon monoxide detector is integrated in the building's fire detection's system. The detector was not tested by LPA. Site Supervisor informed LPA the fire detection system is regularly tested and monitored by the Elementary School's personnel. The CCC uses one restroom for children in care. The restroom is observed to be in safe and sanitary operating condition. The CCC has a refrigerator in CCC's supply room. The refrigerator has food and beverages for children in care. The CCC provided morning snack. No lunches are provided to children in care given the modified hours of operation. The CCC has available drinking water for children inside and outside of the facility. CCCs constructed before 1/1/20, to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5 years after the date of the first test. For CCC licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (CONT. 809-C, Page 2) Disinfectants, cleaning solutions and sharps are stored in a centralized location (CCC's supply room) which is inaccessible to children in care. Site supervisor informed LPA there is no medication stored on site, however when medication is on site, medication is stored in an elevated cabinet which is inaccessible children in care. The classroom has Fist Aid Kits. LPA observed ample cubbies for the storage of children's personal items. The CCC outdoor playground area is enclosed within the elementary school by chain link fencing. The fence\342\200\231s entry/exit gates are secured. The surfaces of the outdoor playground area is varied. The outdoor playground is partitioned to separate an area for play from a garden area. LPA observed three shed in the outdoor area which contains CCC's supplies. The sheds are secured. LPA observed age appropriate play equipment in the play areas. The play equipment is free of sharp, loose or pointed objects. The play structures in the outdoor playground area has adequate cushioning materials to absorb falls and shade created by building overhangs, large trees and umbrellas. LPA reminded Site Supervisor to replace outdoor play equipment and furnishings when such items begin to degrade or are not in good repair. LPA observed no bodies of water at the CCC. LPA reviewed children, staff and facility records. The children\342\200\231s records sampled were complete and found to contain emergency contact information and immunization records, among other required licensing documentation and forms. Staff records were reviewed. Staff records sampled were complete and found to contain First Aid/CPR certifications (EMSA approved) and Mandated Reporter Training certification, among other required licensing documentation and forms. LPA notes the last disaster drill at the facility occurred on 10/9/24. No firearms or ammunition are stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
