What the inspector wrote

On July 9, 2024, Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Annual/Random inspection. LPA met with director Mary Lopez and advised her the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 21 children in care at the time of the inspection along with 7 staff. The center is located on the Trinity Lutheran Church premises and currently uses three rooms on campus. LPA observed required licensing documents mounted on the walls throughout the facility. Last earthquake drill was conducted on 10/19/2023. Each of the classrooms have age-appropriate toys and furniture readily accessible for children in care. LPA observed enough restrooms available for children to use. LPA did not observe any hazards/toxins items accessible to children. First Aid kits and fire extinguishers were observed throughout the facility. Dual carbon monoxide/smoke detectors were observed in each classroom. Alarms were not tested as children were napping. Currently the facility uses an electronic sign-in/sign-out application called Brightwheel. Center also uses the Brightwheel app as a form of communication between parents. The outdoor playground is shaded and has an ample amount of space for children to play. LPA observed the playground has age-appropriate toys and structures available for children to use. The play structures have adequate cushioning materials. During the inspection LPA observed an empty small man-made creek in the "3's" outdoor play yard. LPA reminded Director of the importance of monitoring water play at all times. Director states water play is always supervised and bodies of water are drained after use. A sampling of children and staff records were reviewed. LPA observed 5 out of 5 children's files to be complete and current. LPA reviewed a sampling of 5 staff files which were found to be complete. Staff mandated reporter certifications are all current and valid through September 2025. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements. CPR/First Aid certification is valid through 08/15/2025. Continued on 809-C To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Center provides drinking water by means of water delivery. LPA observed water fountains completely inaccessible to children in care. Children bring their labeled water bottles from home. Lunch and snacks are brought from children's homes. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Continued on 809-C Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. No deficiencies were cited during today's inspection. One technical violation was issued during today's inspection. Exit interview conducted, appeal rights were given, and report was reviewed with director Mary Lopez.
