What the inspector wrote

On February 26, 2026, Licensing Program Analysts (LPAs) Bill Billones and Izak Diaz conducted an unannounced Case Management Inspection at the above Child Care Center (CCC) to follow up on a Confirmation of Removal Order for one staff (S1) previously associated to the facility. LPAs met with Regina Davis, Director and explained the nature of the inspection. LPAs note twenty five (25) children are present at the time of the inspection along with eight (8) staff. LPAs note a letter dated December 18, 2025 from the Care Provider Management Branch (CPMB) regarding S1\342\200\231s Exemption Denial was received. LPAs inspected the CCC in its entirety and confirmed that S1 was not present. Additionally, LPAs confirmed S1 is not listed or associated to the facility\342\200\231s Guardian personnel roster. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
