Inspector’s narrative

What the inspector wrote

On 9/26/2025, at 1:55PM, Licensing Program Analyst (LPA) Joaquin Mendez conducted an unannounced Annual/Random inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Maria Elena Leon, Licensee of the FCCH and explained the purpose of the inspection. LPA in the company of the Licensee toured the interior and exterior of the FCCH. The FCCH uses the ( living room, dining room, hall bathroom, and front yard ) for childcare. The remainder of the FCCH is made inaccessible by using locks on the bedroom doors. At the time of the inspection, LPA observed 2 children in care and supervision with 2 assistants (S1 and S2). The FCCH is clean, orderly, and has ventilation to afford for the children\342\200\231s comfort. Sharps are stored in an elevated area and outside the reach of children. Medications are stored in the licensee\342\200\231s bedroom and inaccessible. The bathroom was observed to be clean and free of toxins. Toys, furniture and equipment observed in the FCCH are age appropriate. LPA observed required licensing forms and documents posted on a bulletin board near the entry door of the FCCH. LPA tested a smoke detector at 2:52PM and was found to be functioning. A carbon monoxide detector that was tested at 2:53PM and found to be operational. The FCCH has a regulation fire extinguisher (2A10BC) that was serviced on 5/16/2025. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually . The home has a wall heater which is not connected and does not work. Additionally, the heater is out of reach of children\342\200\231s access. The front yard is enclosed with a chain link fencing and plastic lining to prevent unwanted access to daycare, and the entry/exit points are secured. The front yard contains age-appropriate toys and play equipment. LPA reminded Licensee to replace toys and play equipment when such items begin to degrade or are not in good repair . The LPA notes the backyard is inaccessible. LPA notes there are no bodies of water on site. The children\342\200\231s records were reviewed. The records are current with emergency contact information, immunization records, and other required licensing forms and documents. The Licensee and both S1 and S2 CPR is current and up to date. However, the licensee, S1, and S2 do not have a current Mandated Reporter certificate. The licensee is cited a type B deficiency for Health and Safety Code HSC 1596.8662(b)(1) (1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. LPA notes the most recent fire/emergency drill was conducted on 5/13/2025 @ 11:00AM with 6 children present. Licensee states there are no firearms or ammunition stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.87, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 9/26/2025.
