What the inspector wrote

Licensing Program Analyst Joaquin Mendez conducted an unannounced 3 year Required Annual/Random inspection of the abovementioned Family Childcare Home (FCCH). LPA met with Maria Del Rocio Cortez, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. This is a single-story home which consists of four (4) bedrooms, two (2) bathrooms, living room, kitchen, dining room, garage and fenced backyard with covered patio. The rooms for daycare use are the living room, kitchen, dining room, and covered backyard. Meanwhile the rest of the home is excluded from daycare use. Child safety doorknob covers were observed on the doors leading to the bedrooms and garage making these areas inaccessible to the children in care. At the time of the inspection, there were no children present with the licensee. The licensee stated that children do not come until after school around 2:15 PM. However, the licensee\342\200\231s hours remain unchanged and are from 12: AM- 11:59 PM. The licensee states that on occasion, the licensee cares for her granddaughter while her daughter is working until 12: AM. \302\267 LPA observed a carbon monoxide detector which was tested at 9:44 AM. \302\267 Smoke detector was tested at 9:44 AM and was functioning at the time of inspection. \302\267 Required forms are predominantly posted on the wall of the FCCH's room. LPA reminded the Licensee the importance of maintaining accurate records and having documents readily available. \302\267 The home maintains working telephone services by way of cellular phone and home phone. Both phone numbers are on file in the RO. \302\267 The home was clean, orderly, and void of hazardous items. \302\267 Medication in the home is stored in a locked closet in the Licensee\342\200\231s bedroom inaccessible to children. \302\267 LPA observed cleaning compounds stored on top of the refrigerator in the kitchen and inaccessible to children. Additional cleaning supplies were observed on the kitchen counter. (See LIC9102TA) \302\267 Toys, furniture, and equipment observed in the FCCH were in satisfactory condition and age appropriate. LPA reminded the Licensee the importance of maintaining clean and safe structures for children in care. \302\267 Knives and sharps were stored in an elevated cabinet in the kitchen and inaccessible to children. LPA and applicant together toured the outdoor play area. Applicant stated there are no bodies of water at the home. LPA advised the applicant children must never be unsupervised while the children are at the play area. The backyard is enclosed by wooden fencing. The ground consists of concrete and artificial grass for the comfort of children. \302\267 Toys and play equipment observed in backyard were age appropriate and in satisfactory condition. LPA advised the licensee to make daily checks of all play structures prior to use. \302\267 LPA observed a play structure with cushioning surrounding the fall areas for the safety of the children. \302\267 No bodies of water were observed on site. Children\342\200\231s roster and records were reviewed. Records were current, complete, and possessed emergency contact information. The Licensee's records are also current and complete. \302\267 CPR and First Aid certifications expiring on 3/26/27. \302\267 Mandated reporter training certificate expires 7/01/26, that is required per AB 1207. \302\267 Licensee stated that there are no weapons/ammunition in the home. \302\267 Licensee stated she does not hold a foster family license. \302\267 The fire extinguisher was observed mounted on the day-care room wall and was serviced 4/28/2024 LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. \302\267 The last Safety drill was conducted 04/06/2025 at 3:00 PM. \302\267 Licensee is current with immunization required per SB 792. The licensee, Maria Del Rocio Cortez provided proof of control of property. Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee, Gloria Torres De Mejia and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The Licensee Maria Del Rocio Cortez is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Maria Del Rocio Cortez was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE, Maria Del Rocio Cortez confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on April 11, 2025. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee, Maria Del Rocio Cortez in the preferred language, Spanish. During today's inspection no citations were issued. However, a LIC9102 was issued due to cleaning supplies on the kitchen counter. LPA observed licensee post the Notice of Site visit. FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY.
