On July 10, 2025, at 2:09 PM, Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned family child care home (FCCH). LPA met with Licensee Silvia Flores and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. At the time of the inspection 13 children were present along with Assistant. Licensee stated that children have access to both living rooms, bathroom, one bedroom, kitchen and backyard. While the remainder of the home is off limits. Off limits bedrooms are locked. The home was orderly and clean with proper ventilation for all children in care. The bathroom used for care is clean and free of toxins. LPA observed a fireplace in the living room that is covered and made inaccessible to children. Sharps and knives stored in the kitchen out of reach of children. Licensee states that cleaning compounds are stored in locked garage. Toys, furniture and equipment in the facility are age appropriate. LPA observed required licensing forms and documents posted by the entrance of the facility. LPA observed a smoke detector as well as a carbon monoxide detector which were tested and found operable at 4:03pm. LPA observed a regulation fire extinguisher that was serviced 9/20/24. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The most recent fire drill was conducted and documented on 3/11/25. LPA observed the backyard to be completely fenced. The FCCH was observed to have plenty of shade for the children in care. Toys and play equipment observed in backyard are age appropriate and in good conditions. Continued on 809-C LPA observed one shed in the outdoor play area that licensee states is usually kept locked, which holds toys and crafting items. LPA observed a small gate making one side of the backyard inaccessible to children in care. There is one large breed dog in the FCCH which licensee stated vaccines are current. LPA observed no bodies of water on site. Licensee informed LPA no firearms or ammunition are in the home. A sample of children\342\200\231s records was reviewed. All records reviewed are current. Facilities current roster of children was updated during inspection to reflect all children in care. Licensee stated that she does not conduct the 15 minute sleep checks. LPA explained the importance of the 15 minute sleep checks along with regulation. Licensee\342\200\231s Pediatric CPR and First Aid certifications are current and expire on 2/8/27. Mandated Reporter Training Certification expires on 2/5/27. Assistants Mandated Reported certifications are current. At this time licensee does not provide IMS. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Silvia Flores, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today's inspection two Type B citations were cited and can be found on the attached 809-D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided and report was reviewed with the licensee, Silvia Flores.
