What the inspector wrote

On 07/18/2025, at 9:35 AM Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Annual Random inspection at the above-mentioned Child Care Center (CCC). LPA met with director, Serineh Vartani, and informed them of the purpose of the inspection. The hours of operation are 8:00 AM to 5:00 PM, Monday - Friday. At the time of the inspection, LPA observed 32 children and 10 staff providing care and supervision. 1 student volunteer was also present. LPA in the company of the Director toured the interior and exterior of the facility. The CCC consists of 5 classrooms named after animals and an outdoor play area split into two sections. LPA observed required licensing forms and menus to be posted on the wall in each classroom. LPA notes Zebra Classroom has 3 sinks, 1 toilet, and a changing station for children’s use. LPA notes Bear Classroom has 2 sinks, 1 toilet, and a changing station for children’s use. LPA notes Giraffe Classroom has 2 sinks, 1 toilet, and a changing station for children’s use. LPA notes Lion Classroom has 2 sinks and 2 toilets for children’s use. LPA notes Tiger Classroom has 2 sinks and 1 toilet for children’s use and contains an unlocked staff bathroom. LPA observed the classrooms to be clean and orderly. LPA observed age-appropriate toys and equipment are in good condition. There are sufficient toilets for children which LPA observed to be clean and free of hazards. Director stated cleaning supplies are located in a locked janitorial closet. LPA observed additional cleaning compounds are located within the off-limit and gated laundry room. LPA observed cabinets to be free of hazardous items. LPA observed multiple adult scissors in unlocked desk drawers used for staff in each classroom. LPA advised Director that sharps and other hazardous items that could pose a danger to children shall be made inaccessible to children in care. Director removed items during inspection. Continued on 809-C. CCC provides meals for children. LPA observed the kitchen to be clean with ample food supplies. LPA observed multiple smoke detectors and fire alarms which Director stated they check regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 9:59 AM. LPA observed a regulation fire extinguisher last serviced on 09/09/2024. LPA observed an appropriate number of cubbies and cots for children in care. LPA observed the outdoor play area to be surrounded by a wrought iron fence with sufficient space for children’s activities. LPA observed ample shade. LPA observed water tables and reminded Director that they shall be used under direct supervision and emptied when not in use. Drinking water is made available via filtered water filling stations located inside kitchen and outside the playground. Director stated children refill personal water bottles throughout the day. LPA observed age-appropriate outdoor equipment. Director stated no firearms or ammunition are stored on CCC site. No bodies of water were observed. A sample of children's records and staff files were reviewed. LPA notes the children's files to be current and complete. LPA notes the staff files to be current and complete as well. LPA reminded Director it is their responsibility to ensure staff files are maintained. LPA notes all staff have current Mandated Reporter certificates. At least one staff present had a current Pediatric First Aid/CPR certificate. LPA observed fire drills are being conducted with last fire drill documented on 06/23/2025. LPA observed the sign in and out sheets. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Last lead testing was conducted on 11/10/2022. Continued on 809-C. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were given during today’s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided, and report was reviewed with the Director, Serineh Vartani.
