On September 13, 2023 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required - 1 Year inspection at the above-mentioned Child Care Center (CCC). LPA met with Director Beth Rizo and informed them the purpose of the inspection. LPA and Director toured the interior ant exterior of the facility. At the time of inspection there were 7 infants in care and 2 staff present. The CCC is a combined center with a preschool program. Licensing required notices were prominently displayed in the front lobby. The facility consists of 5 classrooms one of which is used for the care of infants. LPA observed CCC to be organized. The CCC has ventilation and heating to accommodate children in care. LPA observed appropriate toys an furnishing throughout the infant room. The CCC has plenty of cots for children to nap in. LPA observed changing tables on site with sinks within arms reach. The CCC restroom was observed to be clean and free of toxins. The infants have a designated playground that is enclosed by a fence. The playground has plenty of shade available and age appropriate toys/equipment. LPA did not observe any toxins/hazardous materials accessible to children. LPA observed a posted lunch menu. The center provides breakfast, lunch and a PM snack. The last emergency drill was conducted 2/7/23. Although it has been over 6 months since the last emergency drill LPA notes that the CCC was closed June 22 - August 28, 2023. A sampling of children's files were reviewed and found to be current and complete. A sampling of staff records were reviewed and were found to be complete. LPA reminded Director that they must have all staff records up to date and available for review. At least one staff has current Pediatric First Aid/CPR certificates CONT PAGE 2 ----> which expire 3/2024. Teachers present have current Mandated Reporter Training certificates which expire 1/2024. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparati on) for l ead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with licensee Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Director of the importance of checkingfor recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director Beth Rizo
