What the inspector wrote

On 09/8/2025, at 9:56 AM Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Annual Random inspection at the above-mentioned Child Care Center (CCC). LPA met with Director, Serineh Vartani, and discussed the purpose of the inspection. The hours of operation are 7:30 AM to 5:00 PM, Monday - Friday. At the time of the inspection, LPA observed nine (9) children and two (2) staff providing care and supervision. LPA in the company of the Director toured the interior and exterior of the facility. The CCC consists of two classrooms named after sea animals and an outdoor play area split into two sections. LPA observed required licensing forms to be posted on the wall in each classroom. LPA observed the classrooms to be clean and orderly. LPA observed a restroom with two sinks and two toilets available for children\342\200\231s use, which was clean and free of hazards. LPA observed a staff restroom that can also be used for when children are ill. LPA observed age-appropriate toys and equipment in good condition. Director stated cleaning supplies are located in a locked off-site janitorial closet. LPA observed additional cleaning supplies are available on-site and made inaccessible by locked cabinets in classrooms. LPA observed cabinets accessible to children to be free of hazards. LPA observed the menu and the meals the CCC provides for children, which is made off-site. LPA observed filtered water is available in the classroom, which Director states is used to fill children\342\200\231s personal water bottles for indoor and outdoor use throughout the day. LPA observed the pull alarms and multiple smoke detectors in the classrooms. Carbon Monoxide detector was tested and found to be operable at 10:55 AM. LPA observed a regulation fire extinguisher last serviced on 08/29/2025. LPA observed an appropriate number of cubbies and cots for children in care. Continued on 809-C. LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children\342\200\231s activities. LPA observed artificial turf is used for outdoor space as well as age-appropriate toys and outdoor equipment. LPA observed ample shade is provided by multiple gazebos. LPA observed water tables and reminded Director that they shall be used under direct supervision and emptied when not in use. LPA observed one empty unlocked shed and another inaccessible shed which contained outdoor play supplies. Director stated no firearms or ammunition are stored on CCC site. No bodies of water were observed. A sample of children and staff files were reviewed. LPA notes the children's files and staff files to be current and complete. LPA reminded Director it is their responsibility to ensure staff files are maintained. LPA notes all staff have current Mandated Reporter certificates. All staff present had a current Pediatric First Aid/CPR certificate. LPA observed fire drills are being conducted with last fire drill documented on 08/29/2025. LPA verified the sign in and out sheet were being completed. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Last lead testing was conducted on 11/9/2022. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on 809-C No deficiencies were given during today\342\200\231s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided, and report was reviewed with the Director, Serineh Vartani.
