Inspector’s narrative

What the inspector wrote

On December 6, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required- 3 Year inspection. LPA met with licensee Maria Aguirre and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were five school-age children in care at the time of the inspection along with three fingerprint cleared adults. LPA observed required licensing documents mounted on the wall at the entrance of the home. Fire and earthquake drills are being documented every six months. Last drill was conducted on 6/18/2023. Fire extinguisher 2A10BC mounted on the wall at the entrance of the home. Licensee states it was just serviced this year, but did not have the receipt. LPA observed Licensee calling the service department to follow up. The service department stated they will be coming out tomorrow to update the service card. Fire and carbon monoxide detectors were observed to be located throughout the home. Alarms were not tested as children were napping, but licensee states she checks them periodically. Children in care have access to the livingroom, kitchen, den, two restrooms, and fenced back yard. Kitchen cabinets were locked and knives are being kept above the refrigerator to keep out of reach from children. Children have access to toys that are age-appropriate inside and outside of the home. Licensee denies having guns or ammunition in the home. There are no bodies of water present at the time of inspection. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. LPA reviewed five out of five children files. All children files were current. Licensee CPR/first aid is valid through 6/2025. LPA observed the Children's Roster, LPA reminded Licensee to update the roster as needed and to keep it for at least 3 years. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com . LPA provided mandatory reporter training information in Spanish. Continued on 809-C To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA states she does not currently care for infants. LPA did not observe infants in care. Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417.
