What the inspector wrote

On 09/16/2025, at 9:00 AM, Licensing Program Analyst (LPA) Seena Parsapour conducted an unannounced Annual/Random inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with licensee Catalina Garcia. LPA notes that telephonic interpreting services were used to translate during the inspection, as licensee is Spanish-speaking, with translator ID# 95355751. LPA explained to licensee the purpose of the inspection and, in the company of the Licensee, toured the interior and exterior of the FCCH. The FCCH uses two living room areas, dining room, one (1) bathroom, front yard, and backyard for child care purposes. The remainder of the FCCH is made inaccessible by various means including child safety gates, fencing for the outdoor areas, and locked doors. At the time of the inspection, LPAs observed two (2) children in care. LPA observed knives and other sharps stored in an elevated cabinet in the kitchen, which is made inaccessible via child safety gate. LPA notes that the same child safety gate which prevents access to the kitchen, also prevents access to the entire 2 nd floor of the home. LPA observed toxins and family medications stored in elevated cabinets in the living room & hallway. LPA noted all locations which are inaccessible to children in care. The bathroom was observed to be clean and free of toxins, and cabinet below the sink were locked. Toys, furniture and equipment observed in the FCCH are age appropriate. LPA observed required licensing forms and documents posted on a bulletin board in the dining room of the FCCH. LPA observed smoke and carbon monoxide detectors in the hallway which were tested at 10:08AM and found to be operable. The FCCH has a regulation fire extinguisher (2A10BC) that was purchased on 9/08/2025. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA notes there is not a fireplace in the home, and confirmed this was the case with the licensee. (Cont. 809-C, Page 2) The backyard has wooden and metal fencing, and is partially accessible for daycare purposes, with fencing used to make certain areas off-limits, including an area containing a locked storage shed. The front yard is fully fenced and gated, with varied footing including concrete and turf. The FCCH contains age-appropriate toys and play equipment, and LPA reminded Licensee to replace toys and play equipment when such items begin to degrade or are not in good repair. Shade is afforded in the backyard by way of sun sails. LPA notes there are no bodies of water on site. The children\342\200\231s records were reviewed. The records are current and complete with emergency contact information and immunization records. The Licensee\342\200\231s records were reviewed, and were found to be current and complete, with CPR & First Aid training completed 7/19/2024 (expiring 7/19/2026), and Mandated Reporter training completed 7/13/2025 (expiring 7/13/2027). LPA notes the most recent disaster drill was conducted on 7/05/2025. LPA reminded licensee of the requirement to conduct & document such drills every 6 months. Licensee states there are no firearms or ammunition stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. (Cont. 809-C, Page 3) During the exit interview the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
