On September 11, 2025, at 9:25 AM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor, Laura Arechiga, and discussed the purpose of the inspection. At the time of the inspection 1 infant and 1 staff were present. The preschools hours of operation are from 7:45am \342\200\223 4:30pm, Monday thru Friday. This is a combination infant and preschool license. LPA in the company of the Site supervisor toured the interior and exterior of the facility. The CCC consists of one classroom and outdoor play area. LPA observed required licensing forms to be posted on the wall in the classroom. LPA observed the classroom to be clean and orderly. Age-appropriate toys and equipment are in good condition. Cleaning compounds are stored out of children\342\200\231s reach. LPA observed cabinets and drawers that are not secured to be free of hazards. There are sufficient restrooms for children which LPA observed to be clean and free of hazards. LPA observed smoke detector and fire alarm which site supervisor stated they checked regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 10:01 AM. LPA observed a regulation fire extinguisher last serviced on 5/12/25. LPA observed the outdoor play area to be completely surrounded by a fence with sufficient space for children\342\200\231s activities. Drinking water is made available to children via pitchers of filtered water both inside classroom and outside. LPA observed age-appropriate equipment and play structure in good repair. LPA notes the play structure's fall zones have sufficient cushioning. LPA observed multiple sheds outside which are locked and inaccessible to children in care. Continued on 809-C A sampling of children's files was reviewed. File reviewed was missing the LIC9227, Individual Sleeping Plan. LPA reviewed files for the staff present which were found to be missing some of the required forms. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current. LPA notes all staff have current Pediatric CPR/First Aid Certification. LPA observed fire drills are being conducted and logged with the last fire drill 9/2/25. CCC utilize care connect for the parents to sign children in and out. LPA observed the sign in and out on care connect to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no fire arms or ammunition on CCC site. CCC provides two meals and one snack to children. LPA observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children which are labeled and dated. Infant formula is provided for infants not yet eating solid meals. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with site supervisor and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed site supervisor of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were given during today\342\200\231s visit. Three technical violations were given. A notice of site visit was given and must remain posted for 30 days.
