What the inspector wrote

On October 23, 2024 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required - 3 Year inspection at the above-mentioned Child Care Center (CCC). LPA met with Carolyn Kaster and informed them the purpose of the inspection. At the time of the inspection there were 20 children present and 4 staff providing care. LPA observed some required licensing documents to be posted on the wall in the office of the CCC. LPA provided Director with, Parents Rights Poster (PUB 393), Child passenger Restraint system poster (PUB 269). LPA notes the CCC uses two classrooms for child care purposes. LPA observed the classrooms to be clean and orderly. LPA observed an accessible drawer to have adult scissors and an unsecured closet to have come cleaning supplies. 1 Type B deficiency is being issued on the attached LIC 809D for having hazardous item accessible. LPA observed sufficient restrooms for children and observed them to be clean and free of hazards. LPA observed multiple smoke and carbon monoxide detector and the director stated that they recently checked to ensure they are functioning. LPA observed the outdoor play yard to have sufficient space for children\342\200\231s activities and to have plenty of shading for children as well. Director informed LPA the CCC provides filtered water in cups or water bottles for children. LPA observed the outdoor area to be completely enclosed and exit/entry ways to be secured. LPA observed age-appropriate toys and equipment throughout the outdoor area. LPA reminded Director it is their responsibility to ensure toys and equipment are in good condition. LPA observed a storage shed in the outdoor area which was locked and inaccessible to children. A sampling of children and staff records were reviewed. LPA reviewed a random sampling of 5 children's files. Files were observed to be complete and current. LPA reviewed 4 staff files. LPA notes various items were not available for review and as a result 1 Type B deficiency is being issued. LPA reminded Director it is their responsibility to ensure staff files are complete and current. LPA notes at least 1 staff member has a current Pediatric CPR/First Aid Certificate (expires 8/2025). LPA observed the sign in sheets to filled out CONTINUED PAGE 2 appropriately for the children that are present. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . For IMS information see PIN 22-02-CCP . Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. CONTINUED PAGE 3 Two Type B deficiency were issued during today's inspection and can be found on the attached 809-D. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted, appeal rights were provided and report was reviewed with the Director, Carolyn Kaster.
