What the inspector wrote

On February 23, 2026 at 11:11 AM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced annual inspection at the above-referenced Child Care Center (CCC). Upon arrival, LPA met with Director Staci Rich and explained the purpose of the visit. The Director provided a tour of the facility. The CCC operates Monday through Friday from 7:15 AM to 5:30 PM and offers care for infants ages 6 weeks to 24 months. During the inspection, LPA observed that the facility utilizes Classroom #1 and a split classroom designated as Classroom #3. C lassroom #3 is divided into two sections: one half designated for preschool children and the other half for infants aged 15 to 24 months (Classroom #2). Changing tables in the infant classrooms were observed to be within arm\342\200\231s reach of a sink. In Classroom #1, LPA observed six (6) infants in care with two staff members present. . The classrooms appeared clean, organized, and equipped with age-appropriate furniture, toys, cribs, and activity materials. Water used for formula preparation or bottled water is supplied through a reverse osmosis system Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP . LPA verified that the lead testing was completed on June 21, 2022 in accordance to the Written Directives outlined in PIN 21-21.1-CC LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Incidental Medical Services (IMS) policy was discussed. The CCC is not providing IMS, For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. PIN 22-05-CCP Page Five A sampling of children and staff records were reviewed. Upon review of the infant's record, it was confirmed that the Infant Safe Sleep Plan (LIC 9227) form is fully completed. Infants Needs and Services plan indicates that it is updated quarterly. Records show that napping infants are checked and documented every 15 minutes. Teachers present have current Pediatric First Aid/CPR certificate that expires on 12/17/2027. All staff members have renewed the Mandated Reporter Training which expires on 2/9/2027. Staff members have completed Health Screening including the tuberculosis clearance. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on LIC 809C Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During today\342\200\231s inspection, no deficiencies were cited under Title 22 Division 12. A technical violation was issued. Technical Assistance was issued. Notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Site Supervisor Staci Rich.
