What the inspector wrote

On 2/25/2026 , Licensing Program Analyst (LPA) German Negrete conducted an unannounced Annual Inspection . LPA arrived and met with Licensee Antonia Albarran and advised the licensee of the purpose of the inspection. Together with the licensee, LPA toured the facility inside and outside. LPA noted that at the time of inspection there were 4 children receiving care and supervision from Licensee. Family Child Care Home (FCCH) hours of operation are from 5:30am to 4:30pm , Mon-Sat . LPA provided an entry checklist to the licensee. LPA observed licensing documents mounted on the wall. Parents\342\200\231 Rights were also mounted on the wall. LPA reviewed the child care roster and roster was observed complete. LPA continued with the inspection and noted the FCCH is a single story home . The main child care room is the the outdoor patio area . The FCCH has age-appropriate toys and furniture readily accessible to children in care. In the kitchen, LPA observed that knives were secured, elevated at least 5 feet, and inaccessible to children in care. LPA observed a fire extinguisher rated 2A10BC located in the kitchen . LPA verified the fire extinguisher was last serviced on 01/7/2026 . LPA observed a carbon monoxide detector and a separate smoke detector mounted on the wall; both were tested and observed operable today (02/25/2026) at 11:30am . LPA reviewed disaster drills documentation; the last drill was conducted on 1/19/2026 . LPA continued the inspection in the sleeping area ( living room ) . The FCCH provides children with individual sleeping mats during quiet time if they choose to sleep. LPA observed the mats were clean . LPA toured the patio(outdoor play area) . The outdoor play area has an ample amount of space for children to play and shading is available for children in care via trees . Continued on LIC809-C(pg2) LPA observed the outdoor play area has age-appropriate toys and materials available for children to use, with impact-absorbing material laid throughout the yard The FCCH also has a well-organized storage area where toys and other supplies are kept. There are no swimming pools or other bodies of water present. Licensee stated, there are no firearms or ammunition in the FCCH. LPA observed that trash containers had tightly fitting lids. The FCCH bathroom was clean and organized. No hazardous materials were observed by LPA during inspection. Children\342\200\231s and staff records were reviewed. In total, 7 files were reviewed. LPA observed children\342\200\231s files were almost complete (see LIC 857). LPA verified compliance with SB 792 Child Care Adult Immunization and Tuberculosis requirements. Children\342\200\231s emergency contact information was also found to be complete. The licensee has a current Pediatric CPR/First Aid certificate valid until 6/23/2027 . The licensee\342\200\231s mandated reporter training certificate was reviewed, expired on 2/23/2025 readily available at the time of inspection. The licensee was informed by LPA to remain current with all required training and certifications. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This FCCH does not provide Incidental Medical Services \342\200\223 IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continued on LIC809(pg3) LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Furthermore to improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. License was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies throughout California. During todays inspection the Licensee was informed she will be receiving one Technical violation under health and safety code section 1596.8662(b)(1) and two Technical Assistance regarding Title 22 California Code of Regulations section 102421(b) and section 102419(b). During the exit interview LPA confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS today, 2/25/2026 Exit interview conducted and report was reviewed with the Licensee Antonia Albarran. Appeal Rights were provided. Notice of site visit was provided and must remain posted in a prominent publicly accessible area in the center for 30 days.
