On March 27 th , 2026, at 09:55 A.M, Licensing Program Analyst (LPA) Fernando Hernandez conducted an unannounced Annual Random inspection at the above Family Childcare Home (FCCH). The FCCH operating hours are Monday to Friday from 5:00 AM to 04:00 PM, while on Saturday’s operating hours are from 5:00 AM to 1:00 PM. Licensee provides care for children from 3 months to 13 years of age. During the inspection, LPA met with Licensee Maribel Ambrose and (1) assistant who both have received their criminal record clearance. Licensee reports (5) adults live in the home who have all received a criminal record clearance. Alongside the Licensee we toured the interior and exterior of the home. At the time of inspection, the Licensee and assistant were caring for (5) children. LPA notes the residence is a single-story home, the accessible area(s) in the home includes the (1) bathroom, (1) daycare room, enclosed outdoor backyard, and living room for daily activities and napping. The inaccessible area includes the (1) bedroom, portion of the backyard, and garage. LPA notes garage entrance is located outside of the home. LPA notes kitchen knives are kept elevated on kitchen refrigerator ensuring inaccessibility to children in care. LPA also observed a child safety gate to ensure kitchen is inaccessible to children in care. LPA also observed a child safety gate in the backyard ensuring segmented portion is inaccessible for children in care. LPA notes the detergents and cleaning supplies are kept elevated in the (1) bathroom out of reach for day-care children. LPA notes all inaccessible areas were observed to have child safety locks and gates ensuring inaccessibility to children in care. The required licensing forms are posted in a prominent location. LPA observed age-appropriate toys and equipment, inside the home. LPA notes the children’s bathroom was observed to be free of toxins. The Licensee confirmed there are no firearms and ammunition within the home. LPA observed no bodies of water. CONTINUED ON LIC809-C PAGE 2 LPA reviewed the facility file and found that the licensees Pediatric CPR and First Aid certificate will expire on 04/06/26. Additionally, LPA reviewed licensees’ current Mandated Reporter Training Certificate expires on 09/05/26. LPA additionally reviewed assistants’ Pediatric CPR and First Aid certificate expires on 05/10/27, while their Mandated Reporter training certificate expires on 03/27/2028. LPA reminded that it is their responsibility to renew the certificates every two years. The regulation fire extinguisher (2A10BC) was observed with a service date of 08/25/2025, LPA informed licensee it is their responsibility to annually service or purchase regulated fire extinguisher. LPA tested both the carbon monoxide and smoke detector at 10:34AM and found functional. LPA notes licensee has not conducted a fire/disaster drill within the last 6 months; last fire drill was conducted on 06/12/25. A technical violation (TV) will be cited based on review (please see LIC9102AN for further information). LPA reviewed 5 out of 5 children's records to be incomplete missing the LIC282 form and the infants individual sleeping plan. A technical violation will be cited based on record review (please see LIC9102AN for further information). LPA reviewed infant sleep log to be complete. LPA reviewed children’s Roster to be complete. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CONTINUED ON LIC809-C PAGE 3 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. A Plan for Providing IMS must be submitted to the Department. During today’s inspection (4) Technical Violations were cited based on observation and record review (please see LIC9102AN page for further information). A Notice of Site Visit was issued and must be posted for 30 days. Appeal rights were given. Exit interview conducted and report was reviewed in Spanish with Licensee Maribel Ambrose.
