On 11/05/2025 Licensing Program Analyst (LPA) German Negrete conducted an unannounced Annual Random inspection. LPA arrived and met with Licensee Neosha Bartholic. LPA informed Licensee of the purpose for the inspection. Together with the Licensee, LPA toured the Family child care home (FCCH) inside and outside. At the time of inspection there were 3 children supervised by the Licensee. Facility Hours of operation are 7:30AM to 4:30PM Monday -Friday. LPA observed licensing documents mounted on the wall near the entrance including Parent's Rights. LPA provided the entry check list to Licensee. The FCCH is a two story home. The main child care room is in the dining room. The restroom that is utilized for child care services is clean and sanitary. The FCCH did have age appropriate toys and furniture readily accessible for children in care. In the kitchen LPA observed knives in a cabinet, and main kitchen entrance does have a child proof gate making the knives inaccessible to children in care. LPA observed regulation fire extinguisher at the FCCH and verified, last service was on 09/03/2025. The licensee has a dual carbon monoxide/ smoke detector mounted on the wall. LPA could not test Carbon Monoxide detector and smoke detector due to children sleeping. LPA continued inspection in the sleeping area. FCCH provides children with individual sleeping mats a during quiet time if they choose to sleep. LPA observed the mats were clean. The LPA toured the back yard(play area). The play area has an ample amount of space and shade for children to play. LPA observed the outdoor play area has age appropriate toys for children to use. Continued on LIC809-C the FCCH also has a very organized cabinets, where all the arts and board game are kept. LPA observed the trash containers had tightly covered lids. There are no swimming pools or other bodies of water present. Children and staff records were reviewed. In total there were 5 children files being reviewed. LPA observed the files of C1, C2, C3, C4, C5. LPA verified SB792 Child Care and Adult Immunization and Tuberculosis requirements. Licensee does have current Pediatric CPR/First-Aid certificates that are valid until 1/29/27. The Licensees mandated reported training is not current, expired on 9/17/2018. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This FCCH does not provide Incidental Medical Services \342\200\223 IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on LIC809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no registered sex offenders living in the facility/area and LPA completed the RSO profile on FAS on 11/05/2025. One technical Violations and one advisory notes were issued today. Exit interview conducted and report was reviewed with Licensee Neosha Bartholic. Notice of site visit was provided and must remain posted in a prominent publicly accessible area in the FCCH for 30 days.
