On May 5 th , 2026, at 09:55 A.M, Licensing Program Analyst (LPA) Fernando Hernandez conducted an unannounced Annual Random inspection at the above Family Childcare Home (FCCH). The FCCH operating hours are Monday to Friday from 5:30 AM to 4:00 PM, Licensee additionally offers care during the night starting from 3:00PM - 11:59PM. Licensee provides care for children from 3 months to 13 years of age. During the inspection, LPA met with Licensee Concepcion Barriga who reports (2) adults live in the home who have all received a criminal record clearance. Alongside the Licensee we toured the interior and exterior of the home. At the time of inspection, (5) children were present under the care and supervision of the licensee. LPA notes the residence is a single-story home. The accessible area(s) in the home includes the (1) bathroom, dining room, kitchen, enclosed backyard, day-care room, and living room for daily activities and napping. The inaccessible area includes (3) bedrooms, attached garage, ADU and (1) bathroom. LPA notes there are no tenants within the ADU, Licensee informed LPA they have the intention to include the area for child-care services in the future. LPA reminded Licensee to report any changes done to the home or the areas being used for childcare to LPA prior to use. LPA observed kitchen knives are kept elevated in kitchen cabinet. LPA notes the detergents and cleaning supplies are kept in the inaccessible garage. LPA notes all inaccessible areas were observed with child safety locks ensuring inaccessibility to children in care. The required licensing forms are posted in a prominent location. LPA observed age-appropriate toys and equipment, inside the home. LPA notes the children’s bathroom was observed to be free of toxins. CONTINUED ON LIC809-C PAGE 2 The Licensee confirmed there are no firearms and ammunition within the home. LPA observed no bodies of water. LPA reviewed the facility file and found that the licensees Pediatric CPR and First Aid certificate will expire on 08/08/26. Additionally, LPA reviewed licensees’ current Mandated Reporter Training Certificate expires on 09/20/26. LPA reminded that it is their responsibility to renew the certificates every two years. The regulation fire extinguisher (2A10BC) was observed with a purchase date of 02/22/2026, LPA informed licensee it is their responsibility to annually service or purchase regulated fire extinguisher. LPA tested both the carbon monoxide and smoke detector at 11:29 A.M and found functional. LPA notes last fire/disaster drill was conducted on 04/14/2026. LPA reviewed 5 out of 5 children's records to be complete. LPA reviewed 1 out 1 infant sleep log to be incomplete, a Technical Violation will be cited based on record review as the infant child was not present at the time of inspection, however LPA reminded the licensee the importance to document infant’s safe sleep logs every 15 minutes (please see LIC9102AN page for further information). LPA reviewed children’s Roster to be complete. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. CONTINUED ON LIC809-C PAGE 3 Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. A Plan for Providing IMS must be submitted to the Department. During today’s inspection (1) Type B deficiency and (1) Technical Violation were cited based on record review and observation (please see LIC809-D and LIC9102AN pages for further information).
