What the inspector wrote

On March 23rd, 2023, at 1:01PM Licensing Program Analyst (LPA) Rosie Breault made an unannounced Annual/Random inspection. LPA met with licensee Veronica Elizondo and advised of nature and purpose of inspection. Additionally, licensee submitted a request for increase of capacity which will be addressed during the inspection. At the time of the inspection there were four (4) children present, 3 adults (licensee and sons) \342\200\223 all fingerprint cleared. Licensee provided LPA a tour of the facility both inside and out. Hours of operation are from 6:00AM-6:00PM LPA observed all required licensing documents posted prominently in the entrance of the family child care home. This is a one story home with 3 (three) bedrooms and two (2) bathroom, living room, craft room, dining room, kitchen, nap room, playroom, and outdoor front play yard. Parents drop off children through the side yard gate. Children do not have access to all bedrooms and master bath (made inaccessible by locks on doors). Cleaning supplies and combustibles are stored elevated, locked, and inaccessible to children in care. LPA observed age-appropriate toys and furniture readily accessible to children in care. Licensee provides napping cots with children\342\200\231s bedding and personal items individually stored in labeled cubbies. LPA observed a 2A10BC fire extinguisher with purchased date of 3/7/2023 mounted on the wall in the kitchen readily accessible. Licensee advised to ensure the fire extinguisher is serviced or a new one in purchased every year. Last emergency drill was conducted on 2/17/2023 at 9:30AM. Carbon monoxide and smoke alarms were tested at 1:13PM and were functioning at the time of inspection. The outdoor play yard is enclosed with a fence and no bodies of water are present. Licensee stated no firearms or ammunition are present on the property. Licensee stated no incidental medical services are being provided at this time. CONTINUED ON LIC809C LPA observed the facility roster was current. A sampling of children records was reviewed and found to be current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements. Licensee's Pediatric CPR/First-Aid certificate is current and valid until 2/18/2025. Licensee's Mandated Reporter certificate is current and valid until 3/22/2025. LPA discussed current Safe Sleep and Covid-19 requirements with licensee. LPA observed required Sleep Logs and Needs and Services Plans to be present and current. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following information regarding ADA was provided. CONTINUED ON LIC809C Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Fire clearance was granted by the Lompoc Fire Department on 03/02/2023 with total capacity of fourteen (14) children. Fire Marshal stated day care room that has been established in the sunroom is allowed, as sunroom was previously permitted in 1981. There were no deficiencies cited during today's inspection. This home meets Title 22 Division 12 for a Large Family Child Care, effective today 03/23/2023. THE NOTICE OF SITE VISIT WAS POSTED AS REQUIRED BY H&S CODE SEC. 1596.817 Exit interview conducted, report was reviewed with the licensee, copy provided.
