What the inspector wrote

On 10/12/22 at 12:00 PM, Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre licensing inspection. Prior to entering the facility, LPA met with director Lucia Torres and conducted a COVID-19 risk assessment. All answers indicated no exposure to COVID-19. LPA discussed the nature and purpose of the inspection. Adults in the Childcare center have obtained a criminal background clearance. Applicant and LPA toured the facility inside and outside. The facility is free of any type of bodies of water. LPA observed a carbon monoxide detector mounted on the wall inside the room. The room was observed to be free of toxins/hazardous items. LPA observed sufficient age-appropriate toys and learning materials throughout the classroom. A first aid kit was observed to be readily available. LPA observed 3 cribs in the infant sleeping area. The infant section has sufficient space to accommodate 4 infants at a time. LPA observed a water gallon inside the classroom along with labeled drinking cups. Site supervisor states the center will be providing breakfast, lunch, and snacks for the children in care. LPA observed the kitchen preparation area to be clean and in working condition. The children's restroom consists of 2 stalls and 2 sinks. The infant changing table was observed to be within arms reach of the sink. The center plans on adding a toddler component in the near future, LPA reminded site supervisor that the toddler program shall be conducted in areas separate from older or younger children. The potential toddler indoor space can accommodate up to 17 toddlers at a time. Plans to alternate use of outdoor play space may be approved to achieve separation per Health and Safety Code 1596.956. Continued on 809-C The outdoor space has the ability to accommodate 16 children at a time. A fire clearance was granted by the Carpinteria- Summerland Fire Department on 10/4/22. LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov . Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The center meets Title 22 Division 12 requirements. Infant license will be effective today, 10/12/2022 for total capacity of 4 infant children. Exit interview conducted, appeal rights were given, and report was reviewed with the Applicant.
